Having been proposed (Cllr Saunders) and seconded (Cllr Bridge), it was RESOLVED to:

Saxilby with Ingleby Parish Council has reviewed the amended submission for the above application makes the following formal comments:
Clarification of Previous Response
The Parish Council notes with concern that its previous representation has been recorded as “neutral”. This is incorrect. The Council’s prior response clearly stated that it objected to the application, as the proposal failed to address a number of significant concerns. The Parish Council requests that this record is corrected.
Overall Position
Having considered the revised submission, the Parish Council RESOLVES to maintain a strong objection to the application.
Members note that the amended plans contain no substantive changes that address the concerns previously raised. Aside from minor layout adjustments, the proposal remains materially unchanged.
Policy and Planning Considerations
1. Principle, Scale and Density (NDP Policy 1a)
The proposal for 12 dwellings is considered overdevelopment of the site, exceeding the scale considered appropriate within the Parish’s Neighbourhood Development Plan (NDP) 2025. The density of development does not reflect the established pattern of the surrounding area and represents an intensification inconsistent with local character.
2. Character and Design (NDP Policies 1b, 2a, 2f, 2o, 2s,2t, Design Codes)
The development is considered to be out of keeping with the character of Saxilby, in particular:
• The introduction of a gated community, which is not characteristic of the village and is viewed as visually intrusive and socially unintegrated.
• A layout and form that fails to respond positively to the rural edge-of-settlement context.
• Conflict with the Parish’s Design Codes, which require development to reinforce local distinctiveness, maintain openness, and avoid creating hard, inward-looking layouts.
3. Loss of Trees, Hedgerows and Green Infrastructure (NDP Policies 1D, 8G, 9E, 12)
The proposal includes the removal of mature trees and established hedgerows, which currently contribute significantly to:
• The rural character of the area
• Natural screening and landscape quality
• Local biodiversity
The Parish Council considers that:
• Proposed replacement planting is insufficient and does not mitigate the loss
• There is a lack of meaningful green buffer zones at the settlement edge
• The scheme fails to demonstrate enhancement of green infrastructure, contrary to policy expectations. Other planning conditions in the area required retention of hedge to be 3m for boundaries.
4. Ecology and Biodiversity NDP 2025 Policies 8, 9e, 12
The application lacks adequate provision for biodiversity, including:
• No clear inclusion of hedgehog highways, bat boxes or bird boxes
• No comprehensive strategy for maintaining or enhancing wildlife corridors
This is considered contrary to the requirement to protect and enhance ecological networks, particularly at the edge of the village.
5. Highways and Access (NDP, 2025, Policy 2 and related provisions)
The Parish Council has significant concerns regarding:
• Increased traffic generation from the development
• The impact on Church Lane and Sykes Lane, both of which have known constraints
• Limited visibility and the rural nature of surrounding roads
• Lack of any meaningful infrastructure improvements or mitigation measures
The proposal is therefore considered to give rise to highway safety and congestion concerns.
6. Affordable Housing (NDP, 2025, Policies 3 and 4: 1 & 2)
The Parish Council notes that:
• There is no clear, secured provision of affordable housing within the application
• Any potential provision is not defined, nor demonstrated to be policy compliant
• There is concern that any such housing would not be appropriately integrated within the development
This is contrary to policy expectations requiring delivery and integration of affordable housing.
7. Residential Amenity NDP, 2025, Policies 1& 2
The layout raises concerns regarding:
• Loss of privacy to neighbouring properties due to proximity and removal of natural screening
• Increased noise and disturbance, particularly from parking and vehicle movements
8. Layout, Management and Practical Concerns NDP, 2025, Policies 1b & 2
Further concerns include:
• The creation of private roads and gated access, which may complicate service provision (e.g. waste collection)
• Reliance on a management company for communal areas, introducing long-term costs and uncertainty for residents
• The potential for operational issues relating to servicing, access, and bin storage/collection
Conclusion
While the Parish Council acknowledges some positive elements within the scheme (such as sustainability measures), these are insufficient to outweigh the significant policy conflicts and local concerns.
The Parish Council therefore strongly objects to this application as it currently stands.
The Council would only be able to consider supporting a revised proposal if it:
• Significantly reduces the number of dwellings
• Removes the gated community concept
• Retains and enhances trees, hedgerows, 3m heigh and green infrastructure
• Properly addresses highway impacts and infrastructure capacity
• Provides policy-compliant and integrated affordable housing if delivered on site.
• Demonstrates meaningful biodiversity enhancement
