Finance Committee Meeting Minutes

Under the Local Authorities (Coronavirus) (Flexibility of Local Authority Meeting)
(England) Regulations 2020, this meeting was held by video conference.

Finance Committee Meeting
116/20 To receive apologies and accept valid reasons for absence, these having been submitted to the Clerk prior to the meeting
Apologies and a valid reason for absence had been received from Cllr Cotton and Ives, these were accepted.
117/20 To receive declarations of interest in accordance with the Localism Act 2011
There were none.
118/20 To approve the notes of the Finance Committee meeting held on 11th November 2020 and the Chairman to sign them as the agreed meetings
Cllr Hillman proposed the draft minutes, and these were resolved. Cllr Hewes is to sign and return the minutes to the Clerks.

120/20 To recommend the 2021-22 preliminary budget and WLDC final precept submission to January Full Council along with an accompanying explanation of the budget and its place in our strategy (explanation suitable for sharing with Councillors and staff)
It was proposed by Hewes to recommend the 2021-22 preliminary (zero income) budget and WLDC final precept submission to January Full Council and resolved.
Cllr Hewes proposed an accompanying explanation of the budget (presentation) and its place in our strategy (explanation suitable for sharing with Councillors and staff) be drafted and this was resolved.
121/20To review and scrutinise month 8 (November) income and expenditure report
This was noted.
122/20To approve the verified bank reconciliations for month 8 (November)
It was proposed by Cllr Hewes and resolved to approve the bank reconciliations.
123/20 To approve the list of income and payments for month 8 (November)
It was proposed by Cllr Hewes and resolved to approve the list of income and payments for month 8.
It was requested the fire income and expenditure report be downloaded and circulated.
It was requested the income and payments reports split off internal transfers and actual income and expenditure in future reports.
124/20 To note the Internal Auditor reports for August – October
Thanks were noted to the auditor.
It was requested the Action Log lists any actions in the auditors report.
125/20 Closed Session – Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) act 1960 for the following items, on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
It was proposed by Cllr Hewes and resolved to go into closed session.
126/20 To review outstanding sales receipts due and agree actions if required

127/20 To note conclusions of the furlough claim justification
Noted.
128/20 To receive an update on the fire Loss of Income
Noted.
129/20 To review the updated projected cashflow position (November)
Noted.
