106/22 To receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting
Apologies were received from Cllr Crump which were noted.
107/22 To receive declarations of interest in accordance with the Localism Act 2011
None.
108/22 To elect a vice-chair of finance committee
Cllr Hillman proposed Cllr Mann. This was resolved.
109/22 To approve the notes of the Finance Committee meeting held on 16 November 2022 and the chair to sign them as the agreed minutes
Cllr Cotton proposed the notes as minutes. This was resolved.
110/22 To note the meeting action log
The action log was noted.
111/22 To receive the internal audit report for month seven (October) and December general audit report agree any actions required
Cllr Hewes proposed to receive the internal audit reports and it was resolved.
112/22 To review and scrutinize month seven (October) and month eight (November) income and expenditure reports and agree any virement of budgets as required – Vire funds from 4486/110 play area maintenance budget to other village maintenance budgets (110)
- Share consumables report expenditure year to date
- Cllr Cotton proposes the virements. This was resolved.
113/22 To approve the:
a. Verified bank reconciliations for month seven (October) and month eight (November)
Cllr Harper proposed to receive the November bank reconciliations and it was resolved [the October reconciliation was agreed at the November meeting].
b. List of payments, income, and transfers for month seven (October) and month eight (November)
Cllr Harper proposed the payments, income, and transfers for month eight. It was resolved [the October list of payments, income, and transfers was agreed at the November meeting].
114/22 To note the (updated) final 2022 Waterfront Festival Income and Expenditure
The festival income and expenditure was noted and resolved.
115/22 To recommend to full council writing off the remaining (open and out of date) bar stock
Cllr Cotton proposed to recommend to full council writing off the remaining (open and out of date). This was resolved.
116/22 To consider the draft budget and feedback comments
A discussion of the draft budget was held.
117/22 CLOSED SESSION – Committee to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following items on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
Cllr Mann proposed to go into closed session. This was resolved.
118/22 To review outstanding sales receipts due and agree actions if required.
The committee reviewed the outstanding sales receipts. No action required.
