Finance Committee Meeting Minutes

Wednesday 15 February 2023 at 6.45pm at

St Andrews Community Centre, Saxilby.

There were no members of the public in attendance.

 

Public Questions

A councillor raised an item on the recreation ground project list for discussion (Fields in Trust) and suggested items with financial implications are run through the finance committee. It was advised the committee terms of reference would need to be consulted and potentially re-visited. An item was also raised in relation to a council standing order on closed sessions and non-committee members. The councillor was advised to raise this item for consideration at Full Council if they wanted it to be re-visited. 

 

Committee Meeting 

F23/012 Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.

Apologies were received from Cllrs Cotton and Crump, which were accepted.

 

F23/013 Receive declarations of interest (Localism Act 2011)

None.

 

F23/014 Approve the notes of the 18 January 2023 finance committee meeting and the chair to sign them as the agreed minutes.

Cllr Hillman proposed the notes as minutes, with one change - F23/006 the virements proposed were approved. This was resolved.

F23/016 20 January 2023 internal audit report and agree any actions

The committee noted the report.

 

F23/017 31 January 2023 internal audit report and agree any actions

F23/018 To approve the

December 2023 (month nine)

[correction] January 2023 income and expenditure report and agree budget virements.

Cllr Mann proposed the January 2023 (month ten) income and expenditure report. This was resolved. Cllr Hewes suggested to move NDP budget code under the grants finance code. 

 

F23/019 Verified bank reconciliations 

Cllr Harper proposed the January bank reconciliation. This was resolved.

 

F23/020 List of payments, income, and transfers  

Cllr Mann proposed the January list of payments, income, and transfers. This was resolved.

7.06pm Meeting closed for Cllr Waller (non-committee member) to ask a question

7.08pm Meeting was re-opened 

All non-committee members left at 7.09pm.

 

F23/021 CLOSED SESSION – Committee to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following items on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

Cllr Harper proposed to go into closed session. This was resolved.

 

F23/022To review outstanding sales receipts due and agree actions if required.

The committee reviewed the outstanding sales receipts. No action required.
