Finance Committee Meeting Minutes

Wednesday 21 July 2021 at 7.30pm at

St Andrews Community Centre, Saxilby.

 

Members Present

Cllrs Cotton, Harper and Hillman.

Absent

Cllr Crump.

 

In Attendance

Elaine Atkin, Parish Clerk.

 

There was 1 member of the public in attendance.

 

Public Questions

The following public questions were raised:

The year end bank reconciliation (31 March 2021) shows £53,000 in general reserves. Can Council confirm what level of general reserves it now has?

Can Council clarify any key risks which have arisen so far this year or anything Council is planning, which may affect this year’s budgets, given that budgets are tight?

 

Finance Committee Meeting 

058/21 To receive apologies and accept valid reasons for absence, these having been submitted to the Clerk prior to the meeting

Apologies and a valid reason for absence had been received from Cllr Crump and these were accepted.

 

059/21 To receive declarations of interest in accordance with the Localism Act 2011

Cllr Cotton declared an interest in agenda item 10 (minute ref 067/21), as a WLDC district councillor. 

 

060/21 To approve the notes of the Finance Committee meeting held on 16 June 2021 

Cllr Hillman proposed the draft minutes, and these were resolved. These were signed by Cllr Harper.

 

061/21 To note the meeting Action Log

Noted.

 

062/21 To review and scrutinize month 2 (May) income and expenditure report

Cllr Harper proposed, and it was resolved to accept the report.  

 

063/21 To approve the verified bank reconciliations and transfers between bank accounts for month 2 (May)

Cllr Hillman proposed to approve the bank reconciliations and transfers, and this was resolved

Cllr Cotton to sign the reconciliation and transfer documents.

 

064/21 To note a funds transfer between bank accounts, for the S.106 agreement towards the new cemetery (£25,000), which exceeded the limit specified in Financial Regulations (regulation 5.e.111)

Noted.

 

065/21 To approve the list of payments and income for month 2 (May)

Cllr Hillman proposed to approve the list of payments and income for month 2 (May) and this was resolved

The member of public left the meeting (7:20pm).

 

066/21 CLOSED SESSION – Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following items on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

Cllr Cotton proposed to enter into closed session, and this was resolved

 

067/21 To review outstanding sales receipts due and agree actions if required.

Noted, no action required.

 

068/21 To review the level of timesheet data now collected and agree whether the level of data is satisfactory or needs further refinement.

The Admin timesheet data was noted. It was resolved to review timesheet data in 3 months’ time, once there was more data to review, including the Grounds timesheets.

 

The meeting closed at 7.32 pm.
