Finance Committee Meeting Minutes

Wednesday 19 October 2022 at 7.00pm at St Andrews Community Centre, Saxilby.

Committee Meeting 

Cllr Hillman proposed Cllr Mann to chair the meeting which was resolved.

 

082/22 To receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting

Apologies were received from Cllrs Cotton, Crump. and Harper which were resolved.

 

083/22 To receive declarations of interest in accordance with the Localism Act 2011

Cllr Mann declared a non-pecuinary interest in Ref 087/22 

 

084/22 To approve the notes of the Finance Committee meeting held on 28 September 2022 

Cllr Hillman proposed the notes as minutes. This was resolved.

 

085/22 To receive the internal audit report for July and August 2022

Cllr Mann proposed to receive the report and it was resolved.

086/22 To note the:

a. Meeting action log

The action log was noted. 

 

b. Banking updates

The committee noted the change in interest rate for the council’s Natwest account and confirmation of the eligibility for the FSCS for the Unity bank accounts. 

 

c. Update on current finance system and consider if any actions are required

The committee noted the sale of Rialtas (the accounting system the council uses) to Harris Computer Corporation and the handover of the leadership at the company accordingly. Cllr Hewes proposed to add the change to the Risk Register.    

 

087/22 To review and scrutinize month six (September) income and expenditure reports and agree any virement of budgets as required

The report was reviewed.

  • Look into moving democratic elections – read around moving across budget headings
  • White diesel, line paint, travel expenses – check where can vire from 
  • 4966 – volunteer expenditure query – clerk to check
  • Water expenditure higher than usual at community centre – likely to be due to bowls sprinkler use during the summer

 

088/22 To approve the verified bank reconciliations for month six (September)

Cllr Mann proposed to approve the September bank reconciliations. This was resolved.  

 

089/22 To approve the list of payments, income, and transfers for month six (September)

It was queried what the Irelands tie rod assembly was for.

Cllr Hillman proposed the payments, income, and transfers for the month. It was resolved. 

 

090/22 Review timesheet data 

Defer. Add to December

 

091/22 CLOSED SESSION – Committee to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following items on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

Cllr Mann proposed to go into closed session. This was resolved.

 

092/22 To review outstanding sales receipts due and agree actions if required.

The committee reviewed the outstanding sales receipts. No actions required.
