F26/001 1. Apologies for Absence
Apologies were noted from Cllr Crump.
F26/002 2. Declarations of Interest
Members were asked to declare the existence and nature of any interests in accordance with the Localism Act 2011, including whether the interest was a Disclosable Pecuniary Interest (DPI), Other Registerable Interest, or Non-Registerable Interest.
None disclosed.

To consider any dispensation requests submitted in writing to the Proper Officer before or at the start of the meeting.

F26/004 4. Approval of Minutes
To approve the notes of the Finance and Risk Committee meeting held on 17 December 2025 as minutes
Having been proposed (Cllr Shepherd) and seconded (Cllr Saunders), it was RESOLVED:
That the minutes of the meeting held on 17 December 2025 be approved and signed by the chair.

• The action log was noted with the following amendments:
o Mill Lane Fire RA – add vire funds to transfers paper
o Request payment for Christmas tree
F26/006 6. November 2025 Financial Reports (Month 8)
FR.5b – Income, Payments, and Transfers
Having been proposed (Cllr Saunders) and seconded (Cllr Bridge), it was RESOLVED:
To approve the November 2025 income, payments, and transfers (FR.5b).
F26/007 7. December 2025 Financial Reports (Month 9)
FR.4i – Income and Expenditure
Having been proposed (Cllr Saunders) and seconded (Cllr Shepherd), it was RESOLVED:
To approve the December 2025 income and expenditure report (FR.4i).
- 4425 Consumables - over budget where is budget - vire
- 4570 Health & Safety incl. Testings seems low where is PAT testing etc
- Rates skewed (split under other cost codes)
- Play area- play area Westcroft costs – check what for (Westcroft project)
- Grounds training – chainsaw training included?
- Democratic elections high
- Grant income
- Cleaning costs – not shown as staff costs, pick up for the new financial year ‘staff costs – cleaning’ ‘cleaning consumables’
F26/008 8. Bank Reconciliation – December 2025
Having been proposed (Cllr Bridge) and seconded (Cllr Shepherd), it was RESOLVED:
To approve the verified bank reconciliations for December 2025 and the chair signed the bank reconciliation and bank statements.
F26/009 9. December 2025 Income, Payments, and Transfers
Having been proposed (Cllr Wheatley) and seconded (Cllr Saunders), it was RESOLVED:
To approve the December 2025 income, payments, and transfers (FR.5b).
F26/010 10. Explanations of Variance, Journals and Virements
The committee considered explanations of variance and proposed journals and virements.
Having been proposed (Cllr Bridge) and seconded (Cllr Wheatley), it was RESOLVED:
To defer to February meeting pending report.
F26/011 11. Closed Session. Committee to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960, on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

F26/012 12. Outstanding Purchase and Sales Ledger Balances
The outstanding purchase ledger and sales ledger balances were reviewed and noted. Old unpaid invoices were flagged (query duplicates?) Lincoln Security (£214.99), Tesco £4.00, Approval Max £46.80
