MUGA Working Group Meeting
Minutes of the Meeting Held at 7.30pm on Wednesday 09 July 2025
St Andrews Community Centre, Saxilby, LN1 2LP
Present:
Craig Bridge (19:40 arrived) T.Brock, P.Hewes Cllr Saunders, R.Scott, Cllr Shepherd, Cllr Waller, and Cllr Wheatley.
Meeting
P.Hewes opened the meeting.
1. Apologies and Valid Reasons for Absence
Apologies received from Cllr Bridge. The apologies were noted.
2. Declarations of Interest in Accordance with the Localism Act 2011
None received.
3. Notes of the Meeting Held on 11 June 2025

The notes of the meeting held on 11 June 2025 were approved as the minutes and the chair of the meeting signed.
4. Note progress against the project list and agree any next steps including
a) To consider and feedback on the MUGA specification including seeking clarification on whether a shock pad is required, and specification of the sub/base
The group considered the draft MUGA specification. Having been proposed (C.Bridge) and seconded (P.Hewes) the specification was proposed to be recommended for approval by council, including the changes:
Base updated to read “MUGA base to approved standards”, preferred surface - Playrite Matchplay 2 or equivalent surface, quote for shockpad, expected completion 4-6 weeks, retainer 5% - for six months for defect liability period.
b) Business Model Development
Having been proposed (P.Hewes) and seconded (C.Bridge) the following group members were nominated to develop business model information relating to project list actions 18–20 with input from working group members - Cllr Waller, Cllr Shepherd, Cllr Wheatley, Peter Hewes. This will be brought back to the next meeting to support upcoming grant applications.
c) Grant Applications
Having been proposed (P.Hewes) and seconded (Cllr Saunders) it was agreed for:
i. Cllr Waller to draft initial the FCC grant (FCC Communities Foundation, landfill sites within 10 miles) for the clerk to review and submit for council approval
5. Date of Next Meeting
Having been proposed (Cllr Saunders) and seconded (R.Scott) it was resolved that the next meeting will be held on 6pm Wednesday 20 August 2025 at St Andrews Community Centre.
The meeting closed at 20:50pm.
