NDP26/018 (1) Welcome and Introductions 
The chair welcomed those present to the meeting. 


NDP26/019 (2) Receive apologies for absence 
Apologies received from Cllr E. Bowden, Pete Crowther, and Martin Furnish. 


NDP26/020 (3) To receive declarations of interest in accordance with the 
Localism Act 2011. 
No declarations of interest received. 


NDP26/021 (4) To approve the notes of the Steering Group meeting held on 9 
March 2026, and for the Chair to sign them as agreed minutes 
Having been proposed (SH) and seconded (BF), it was RESOLVED: 
To approve the notes of the Steering Group meeting held on 9 March 2026 as 
minutes, with one amendment, and the chair signed them. 


NDP26/022 (5) To note that a decision notice has been issued confirming that 
the reviewed Saxilby with Ingleby Neighbourhood Plan can proceed to the 
referendum on Wednesday 6th May 2026. 
Noted. 


NDP26/023 (6) To note the final version of the Neighbourhood Plan, 
incorporating the modifications recommended by the independent examiner. 
Having been proposed (EH) and seconded (SH), it was RESOLVED: 
To extend the deadline for comments to Wednesday 8 April at 9am, due to short 
timelines prior to this meeting. 


NDP26/024 (7) To confirm in more detail actions relating to the upcoming 
referendum, including: 
a) Publicity and Community Engagement 
Having been proposed (BF) and seconded (SH), it was RESOLVED: 
To:
- Distribute posters throughout the parish

- Email all local groups

- Request local pubs to promote via screens

- Inform District Councillors

- Attend the monthly market on 2 May 2026

- Attend the U3A meeting on 6 April 2026

- Engage with Saxilby Women’s Institute

- Consider an informal information evening at the church hall

- Update the website to include ‘Review’

- Agree a schedule of comms posts and respond to queries

- Attend sports events (eg. Football) to engage residents

- Ensure the library holds copies of the Plan

- Confirm when printed copies are available for distribution 

b) To note the summary of the Neighbourhood Plan Review for distribution to 
households and provide any feedback 
Having been proposed (EH) and seconded (BF), it was RESOLVED: 
To provide the following feedback regarding the Neighbourhood Plan Review document for distribution to households:

- Align the black box with the parish council logo to the blue summary box

- Clarify whether a blue border is required around the logo

- Add ‘Review’ to the title of the booklet (“Neighbourhood Development Plan (NDFP) Review”)

- Add explanation regarding the purpose of the review

- Add ‘designed’ to the definition of a Neighbourhood Development Plan on page 2

- Add a third paragraph under ‘What is Neighbourhood Planning’ section: 
At referendum, this Neighbourhood Development Plan is supported by strong evidence, including a Design Code and a Housing Needs Assessment. 
These show that it provides sustainable development that reflects local character and meets identified housing needs.
