Personnel Committee Meeting Minutes

Wednesday 1 June 2022 at 7.00pm at St Andrews Community Centre, Saxilby.

 

Members Present:

Cllrs Cotton, Mann, and Harper

 

Absent:

Cllrs Spurr and Crump

 

In Attendance:

Lydia Hopton, Acting Parish Clerk 

There were no members of the public in attendance.

There were none.

 

Personnel Committee Meeting

011/22 To receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting

Apologies and valid reasons for absence had been received from Cllrs Crump and Spurr, and these were resolved.

 

012/22 To receive Declarations of Interest in accordance with the Localism Act 2011

There were none.

 

013/22 To elect a chair of the committee

Cllr Mann was proposed by Cllr Harper and resolved.

 

014/22 To elect a vice-chair of the committee

Cllr Harper was proposed by Cllr Cotton and resolved.

 

015/22 To approve the notes of the Personnel Committee meeting held on 9 March 2022, and the chairman to sign them as the agreed minutes

These were proposed by Cllr Mann, but Cllr Cotton and Harper were not present at the previous meeting therefore their approval is to be carried over to the next meeting.

 

016/22 CLOSED SESSION – Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

It was proposed by Cllr Harper and resolved to move into closed session.

The acting clerk declared an interest and left the room at 7.05pm.

 

017/22 To make a recommendation to Full Council regarding the Acting Clerk remuneration 

Cllr Cotton proposed for the role to be remunerated in-line with the clerk role remuneration and this was resolved to recommend to Full Council. 

The acting clerk returned to the room at 7.09pm.

 

018/22 To make a recommendation to Full Council for the recruitment of the proper officer/RFO (clerk) 

Cllr Cotton proposed to: 

1) Advertise the role to all staff for one week for expressions of interest. If no expressions of interest are received the post will be advertised externally.  

2) Use the national model job description and clerk’s contract with an amendment to the notice period was proposed in liaison with the HR consultant. 

These were resolved to recommend to Full Council.  

 

019/22 To agree next steps for the recruitment for an assistant clerk (vacant hours)

Cllr Cotton proposed Council seek to recruit for the deficit of 37-40 hours per month of office staffing, following the recruitment of the clerk, within available budget(s). This was resolved to recommend to Full Council. 

 

The meeting closed at 7:26pm.
