Personnel Committee Meeting Minutes
Wednesday 4 January 2023 at 6.30pm at St Andrews Community Centre, Saxilby.
Members Present:
Cllrs Cotton, Crump, Hewes, and Mann.
Absent:
Cllrs Harper, and Spurr

Lydia Hopton, Parish Clerk
There were no members of the public in attendance.
Public Questions
There were none.
Committee Meeting
001/23 Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting
Apologies were received from Cllrs Harper and Spurr.
002/23 Receive Declarations of Interest in accordance with the Localism Act 2011
The clerk declared a pecuniary interest in agenda item 6 (Ref 006/23).
003/23 Approve the notes of the Personnel Committee meeting held on 9 March 2022 (not previously agreed) and 28 September 2022 and the chairman to sign them as the agreed minutes
18.32pm Cllr Cotton arrived.
Cllr Cotton proposed the notes of the meetings as minutes. This was resolved.
004/23 CLOSED SESSION – Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
It was proposed by Cllr Mann and resolved to move into closed session.
005/23 Agree to update to staff contracts, following staff consultation [recommendation to full council]
Cllr Cotton proposed to recommend to full council staff contracts are updated as per the background paper and following staff consultation. This was resolved.
The two staff are moved onto annualised contracts with specified winter and summer hours.
The assistant clerk moves to a contract with a defined number of hours.
Items deferred.
A facilities supervisor to be recruited to cover facilities maintenance across all council owned/run buildings from 1 April 2023, with the community centre officer sitting under the facilities supervisor in the staffing structure.
The facilities supervisor would be on a contract with defined a defined number of hours to be worked each week.
The caretaker is re-named community centre officer.
006/23 Retrospectively approve the clerk and assistant clerk’s leave as per Terms of Reference (5.7)
Cllr Cotton proposed the clerk and assistant clerks leave was approved. This was resolved.
The meeting closed at 7.24pm.
