Planning Committee Meeting Minutes

Wednesday 21st April 2021 at 7.15pm

Under the Local Authorities (Coronavirus) (Flexibility of Local Authority Meeting) (England) Regulations 2020, this meeting was held by video conference.

 

Members Present:

Cllrs Brown, Crump, Harper, Ives (briefly but left due to technical issues), I Willox, J Willox  

 

Non-Committee members present:

Cllrs Kenny, Loryman

 

Absent:

Cllrs Cotton and Hillman

 

In Attendance:

Elaine Atkin, Parish Clerk 

There were 5 members of public in attendance.

 

Public Questions 

A number of members of the public expressed their suggestions for the CiL money (to be discussed under agenda item 10 (minute 082/21). These suggestions included:

• Progression of Bridge Street project, as it hasn’t been possible to hold any fund-raising activities in the last year due to Covid

• Pump track (cycle track) on Westcroft green space, as suggested by a group of residents last year

• Play equipment on Westcroft green space

 

A resident also commented that CiL money should be spent on infrastructure.

Cllr Ives briefly joined the meeting (7:20pm) but left due to technical issues (7:24pm).

 

Committee Meeting

073/21 To receive apologies and accept valid reasons for absence, these having been submitted to the Clerk prior to the meeting

Apologies had been received from Cllrs Cotton and Hillman and these were accepted. 

1 member of the public left the meeting.

 

074/21 To receive declarations of interest in accordance with the Localism Act 2011

There were none.

 

075/21 To approve the notes of the Planning Committee meeting dated 17th March 2021 and the Committee Chairman to sign them as the agreed minutes

These were proposed by Cllr Crump and resolved.

 

076/21 To note the meeting action log 

Deferred as the Action Log had not been issued.

 

To review and comment on the following West Lindsey District Council Planning consultations:

077/21 Reference 142576: Planning application for proposed first floor extension to side. 10 South Parade, Saxilby, Lincoln, LN1 2HQ. 

No comments.

078/21 Reference 142592: Planning application for 26no. single storey modular homes for occupation by over 55 year olds, including access arrangements, parking and landscaping. Land at Burton Waters, Burton Waters, Lincoln.

No comments – this is not in the parish.

079/21 Reference 142613: Planning application for single storey rear extension and replacement single garage. 28 Church Road, Saxilby, Lincoln, LN1 2HJ.

No comments.

080/21 Reference 142623: Planning application to erect front porch. Fosse Cottage, West Bank, Saxilby, Lincoln, LN1 2LU.

No comments.

081/21 Reference 142774: Planning application for two storey rear extension. 4 Hardwick Close, Saxilby, Lincoln, LN1 2WU.

No comments.

 

To note and agree:

082/21 To note the amount of CiL monies due on 28th April and make a recommendation to Full Council which project(s) this should be allocated to.

Cllr J Willox ran through the Council’s agreed objectives and Action Plan (projects in the Action Plan as a result of extensive community consultation as part of the Neighbourhood Development Plan). The Council objectives were also supported in the recent Big Community Survey.

Cllr Harper proposed, and it was resolved to recommend to Full Council that the CiL funding is used to complete projects 22/01 and 22/02 in the Action Plan (Bridge Street gateway signs and noticeboard installation).

Cllr Crump proposed, and it was resolved to recommend to Full Council to use any remaining CiL funding to complete project 22/10 (Church Road replacement bus shelter).

Cllr I Willox proposed, and it was resolved to recommend to Full Council to use any remaining funding for initiating project 22/09 (Community Speed Watch).

Cllr Harper proposed, and it was resolved to recommend to Full Council to use any remaining funding for project 22/04 (Bridge Street toilets and boater facilities refurbishment).

 

083/21 To agree to arrange a meeting with Lindum regarding the reinstatement of Westcroft green space

Cllr I Willox proposed, and this was resolved.

 

To note the West Lindsey District Council feedback on the following applications:

084/21 Reference 142147: Planning application for change of use of land to site 5no. caravans and the creation of lake. Aberfoyle, School Lane, Broadholme, Lincoln, LN1 2LZ.  Planning permission refused. Update noted.

085/21 Reference 142239: Planning application for the construction of a wheeled skate park. St Andrews Community Centre, William Street, Saxilby, Lincoln, LN1 2LP. (This was a Saxilby with Ingleby Parish Council application).  Permission granted. Update noted.
