Planning Committee Meeting Minutes

Wednesday 20 April 2022 at 7:45pm at St Andrews Community Centre, Saxilby.

There were no members of public in attendance.

 

Public Questions 

Builders have put a compound on the green space on Wentworth Close, and materials are also obstructing the footpath. It was clarified that this green space does not belong to the parish council. The footpath obstruction will be logged on FixMyStreet.

The temporary sign we put on the gate (access to green space at the rear) at St Botolph’s Gate has been removed.

Can we chase an update from Anglian Water regarding progress with the contaminant which is resulting in additional lorries along West Bank to and from the sewage plant?

Some poor-quality patch repairs have been made on Church Lane this week.

052/22 To receive apologies and accept valid reasons for absence, these having been submitted to the Clerk prior to the meeting

Apologies had been received from Cllr Crump.

 

053/22 To receive declarations of interest in accordance with the Localism Act 2011

Cllr Saunders declared an interest due to living on the same road as two of the applications on the agenda, however they were not nearby.

Cllrs Hillman and Cotton declared a personal interest in agenda item 9 (minute 060/22) and agreed to leave the room for this item.

 

054/22 To approve the notes of the Planning Committee meetings held on 16 March 2022 and the Chairman to sign them as the agreed minutes

Cllr Cotton proposed, and it was resolved to approve the minutes. 

 

055/22 To note the meeting action log

Comments were made on various actions which need updating. The action log was noted. 

 

To review and comment on the following West Lindsey District Council Planning consultations:

 

056/22 Reference 143859 (amendment): Planning application for alterations and extensions, provision of first floor extension and construction of detached single storey garage. 38 Torksey Avenue, Saxilby, Lincoln, LN1 2HY.

We are not supportive of this planning application. 

The proposed alterations and extensions will change the character of this area. 

This goes against Policy 2 – Design of new developments, of the made Saxilby with Ingleby Neighbourhood Plan (NDP). Specifically:

2.a. Respect the existing pattern of development in terms of enclosure and definition of streets and spaces.

2.c Be of appropriate scale and density in relation to its setting

It also goes against the supporting NDP Character Assessment – relating to character area F, specifically 5.86, 6.5 and 6.12.

The Council recognises the impact of climate change and biodiversity, and requests that this extension should be fit for the future i.e. ultra-energy efficient and climate resilient, maximising low carbon and renewable energy.

 

057/22 Reference 144542: Planning application for two-storey rear extension. 6 Northfield Rise, Saxilby, Lincoln, LN1 2WT

We would request that the mature trees are retained, and that this is monitored by WLDC Tree Officer.

The extension should be in line with Policy 2 of the made Saxilby with Ingleby Neighbourhood Plan (Design of new developments).

The Council recognises the impact of climate change and biodiversity, and requests that this extension should be fit for the future i.e. ultra-energy efficient and climate resilient, maximising low carbon and renewable energy.

 

058/22 Reference 144555: Planning application for removal of conservatory, construction of a two-storey side extension and alterations. 31 Lincoln Road, Saxilby, Lincoln, LN1 2NF.

The extension should be in line with Policy 2 of the made Saxilby with Ingleby Neighbourhood Plan (Design of new developments).

The Council recognises the impact of climate change and biodiversity, and requests that this extension should be fit for the future i.e. ultra-energy efficient and climate resilient, maximising low carbon and renewable energy.

 

059/22 Reference 144563: Planning application for one and a half storey side extensions, new roof with accommodation in roof space, pitched roof over existing garage, including external finishes. 25 Torksey Avenue, Saxilby, Lincoln, LN1 2HY

We strongly object to this application.

The proposed alterations and extensions will change the character of this area. 

This goes against Policy 2 – Design of new developments, of the made Saxilby with Ingleby Neighbourhood Plan (NDP). Specifically:

2.a. Respect the existing pattern of development in terms of enclosure and definition of streets and spaces.

2.c Be of appropriate scale and density in relation to its setting

It also goes against the supporting NDP Character Assessment – relating to character area F, specifically 5.86, 6.5 and 6.12.

We believe that the windows overlooking to the south-west should be considered for obscured glass.

 

The Council recognises the impact of climate change and biodiversity, and requests that this extension should be fit for the future i.e. ultra-energy efficient and climate resilient, maximising low carbon and renewable energy.

As this is a large development, we assume that it would be liable for CiL.

 

Cllrs Cotton and Hillman left the meeting for the next agenda item (8:23pm), and Cllr J Willox took the chair.

060/22 Reference 144612: Planning application to convert and extend workshop building (Unit 1) to 1no. dwelling, remove 2no. workshop buildings (Units 2 & 3) and erect single detached garage for 51 Church Lane. Land at 51 Church Lane, Saxilby, Lincoln, LN1 2PE.

This application appears to have been shoe-horned into the space and will be too close to the neighbour’s boundary. It will overlook the properties behind it.

The garden space is insufficient.

We believe there will be issues with access to the property.

There is insufficient space to manoeuvre vehicles on the driveway. It will not be possible to reverse out of the parking space and turn down in the driveway, so you would have to reverse all the way down the drive.

Cllrs Cotton and Hillman returned to the meeting (8:31pm) and Cllr Hillman re-took the chair.

 

061/22 Reference 144635: Planning application for two storey extension to the rear. 72 Mill Lane, Saxilby, Lincoln, LN1 2QQ.

The extension should be in line with Policy 2 of the made Saxilby with Ingleby Neighbourhood Plan (Design of new developments).

The Council recognises the impact of climate change and biodiversity, and requests that this extension should be fit for the future i.e. ultra-energy efficient and climate resilient, maximising low carbon and renewable energy.

 

062/22 To note concerns from residents raised at the monthly market and agree actions if required.

The following concerns had been raised by residents, and were noted:

  • A resident asked about pruning dead branches of a cherry tree on the green space on Queensway
  • Ongoing concern about the state of footpaths
  • Query what the local area is doing to support Ukrainian refugees
  • Concern that much of the agricultural land in the area is focussed on turf growing, and why isn’t there more focus on crops
  • Concern over the height of a neighbour’s trees which may cause damage to the resident’s property in the future

 

063/22 To agree a response to the consultation on the revised Central Lincolnshire Local Plan   

Cllr Cotton declared an interest in this item.

It was proposed by Cllr Hillman and resolved, for Cllr Hillman to review and circulate any comments to committee members, for further comment prior to the 9 May deadline.

 

064/22 To agree to query with WLDC a number of new builds which do not appear to have been liable for CiL

It was clarified that we have not received a CiL payment this time, despite there being a number of new builds, some of which have been up for sale, and therefore we would expect to be liable for CiL.

Cllr Hillman proposed, and it was resolved to send our list of new build queries to the relevant WLDC officer for clarification.

 

065/22 To note the Cottam and West Burton Solar Power phase one consultation summary report and agree to meet with the project team to discuss the outcomes of the report

The report was noted. Cllr J Willox proposed, and it was resolved to take up the offer of a meeting with the project team.

 

066/22 CLOSED SESSION - Committee to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1060 for the following item on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

It was proposed by Cllr J Willox and resolved to go into closed session.

 

067/22 To note an update regarding a land ownership query and agree actions 

Cllr Harper proposed, and it was resolved to issue a further reminder to the resident, and to do a further Land Registry check.
