Having been proposed (Cllr Hughes) and seconded (Cllr Barratt), it was RESOLVED:
To agree the following consultee response:
Councillors note this is retrospective planning for 2 further double garages, making a total of 5 garages.
The application form states there are three, full time employees on the site. Is this a residential or commercial property?
Is there outstanding CIL money due for this retrospective planning application and an associated increase in residential floorspace?
P24/059 9. 131174 To note the update from enforcement regarding planning application appeal decision, condition 13.

To agree the following consultee response:
To inform the enforcement officer of the situation and make further enquiries.
P24/060 10. To approve the end of year Community Infrastructure Levy (CIL) report (ToR 3.16)
Having been proposed (Cllr J Willox) and seconded (Cllr Hughes), it was RESOLVED:
To approve the 2023/24 CIL report (£1,692.68 income and £1,224.21 expenditure) and for the clerk to submit to WLDC.
P24/061 11. Agree next steps for Church Road/Church Lane junction retail grant including small planting design
Having been proposed (Cllr Waller) and seconded (Cllr Barratt), it was RESOLVED:
1. To note the report and agree the proposed next steps – planting and installation, to complete this project item, before the grant end date.
2. Two Cllrs (Hillman and Barratt) and an officer are agreed to visit the nearby business prior to the May meeting to inform them of the plans.
3. That an officer contacts Highways to update them on the replacement plans and ensure any relevant permissions are put in place if required.

P24/064 14. NDP project 1.4 LCC cycle path connection between Lincoln and Saxilby
Update noted.
P24/065 15. NDP Project 3.1 Saxilby and District Multi-Use Games Area, including project list.

P24/066 16. NDP (Para 102) Speed Watch Project
Having been proposed (Cllr Hillman) and seconded (Cllr Waller), it was RESOLVED:
To note the update and councillors to support the scheme for example through
volunteering or engaging with residents to promote the scheme.
P24/067 17. NDP Project 4.0 Saxilby Waterfront Working Group
Having been proposed (Cllr Hughes) and seconded (Cllr I Willox), it was RESOLVED:
To receive an update and agreed to the recommendations to:
- 4a - Hold a meeting with Volunteer Centre Services to see if they can find any funding sources for the waterfront public facilities
- 4b - Seek pre-planning advice is for the signage, possible cladding, and rendering.
- 4b - Note a full condition survey may also be required for the waterfront public facilities.
- 6 - Accept an offer from a local family to purchase a David Ogilvie bench for the top towpath in memory of a well-known local resident.
- 7 - Explore funding options for the replacement of standard street lighting with heritage lighting (master plan 6.4)
P24/068 18. Approve notes of the planning committee meeting as minutes for 20 March 2024.

To approve the notes of the planning committee meeting as minutes for 20 March 2024.
