Planning Committee Meeting Minutes

Wednesday 15 December 2021 at 8.00pm at St Andrews Community Centre, Saxilby.

There were no members of public in attendance.

 

Public Questions 

The following comments were made:

• With reference to recent comments regarding the private track from Sturton Road to Church Lane, it was suggested that the owner should put up appropriate signage to clarify this was private and no public thoroughfare.

• A query was raised over the grass verge at the Church Lane end of this track and whether this was also property of the track owner, and whether we should be cutting it.

• A comment was made regarding the resident on the Daubeney estate who removed a hedge adjacent to the public open space, and whether a letter was going to be sent.

• A councillor noted there had been positive comments on WLDC portal about the MUGA planning application.

201/21 To receive apologies and accept valid reasons for absence, these having been submitted to the Clerk prior to the meeting

Apologies had been received from Cllrs Crump and Ives and these were accepted. 

 

202/21 To receive declarations of interest in accordance with the Localism Act 2011

Cllr Cotton declared a non-pecuniary interest in agenda item 6 (minute reference 206/21), due to a request from a resident to explain the plans. 

 

203/21 To approve the notes of the Planning Committee meetings held on 17 November 2021 and the Chairman to sign them as the agreed minutes

Cllr Cotton proposed, and this was resolved.

 

204/21 To note the meeting action log

Action 119/21 should read Church Lane, not Church Road.

The action log was noted.

 

To review and comment on the following West Lindsey District Council Planning consultations:

205/21 Reference 143929: Planning application to erect 1no. dwelling and detached garage. Resubmission of previously approved application 128243. Lakeside, Gainsborough Road, Saxilby, LN1 2LX.

As per our previously submitted comments:

  • We have concerns over contamination due to the land’s previous use as a waste disposal site and we believe that a contaminated land survey is required.
  • We believe that this application would be liable for CiL.
  • We support the comments made by Network Rail.

 

206/21 Reference 144022: Planning application for 1no. dwelling. Land at 10 South Parade, Saxilby, LN1 2HQ.

We would want to ensure that mature trees and hedging is retained/protected.

We believe that all new houses should have solar panels and/or ground or air source pumps, not gas boilers, in line with the current climate emergency.

We believe this property will be liable for CiL.

 

207/21 Reference 144054: Planning application for rear garden room extension, remodelling of front entrance porch, including internal layout alterations. 12 MacPhail Crescent, Saxilby, LN1 2WL.

No comments.

 

208/21 To review and comment on LCC application PL/0153/21 (WLDC reference 144076): Development for the installation of a freestanding canopy/cover structure for stored materials. Lindum Waste Recovery, Saxilby Enterprise Park, Skellingthorpe Road, Saxilby.

Cllrs I and J Willox declared a personal interest.

Committee had no comments.

 

209/21 To agree allocation of the latest CiL income and remaining developer grant

Deferred to January.

 

210/21 To consider a LCC Zero Carbon Parishes project and agree whether action is required

Cllr Cotton proposed, and it was resolved to contact LCC and register our interest.

 

211/21 To note a resident complaint regarding the cutting back of mature shrubs on MacPhail Crescent green. (Site 8 – Local designated green spaces in the Saxilby with Ingleby Neighbourhood Plan 2017) and agree any actions

Cllr Hillman proposed, and it was resolved to write to the resident to return the grass to its original state following removal of the shrubs, or to make a contribution to the Parish Council for re-seeding. 

 

212/21 To note the road surface condition of Church Lane and agree any actions

It was confirmed that Cllr Brockway had previously said to report this via FixMyStreet, which was done, but the road surface issue has not been resolved. A further update will be requested from Cllr Brockway.

 

213/21 To note concerns about the Church Lane/Church Road junction and agree any actions

Cllr Hillman proposed, and it was resolved to contact Cllr Brockway again, to discuss with Highways.

 

214/21 To receive an update on the solar farm consultation in the Village Hall, and attended by Cllrs I and J Willox

It was noted that the timing of the event during the day had possibly restricted attendees.

Cllr Cotton proposed, and it was resolved to invite the developer to come and talk to Council.

 

215/21 To agree what S.106 contribution we want to ask for in relation to the solar farms

Cllr J Willox proposed, and it was resolved to defer this.

 

216/21 CLOSED SESSION - Committee to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1060 for the following item on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

It was proposed by CllrJ willox and resolved to go into closed session.

 

217/21 To note an update regarding a land ownership query

It was clarified that we would ask Land Registry to come out and confirm the boundary. Previous actions as agreed with the resident still stand.
