Planning Committee Meeting Minutes
Wednesday 21 December 2022 at 6.30pm at St Andrews Community Centre, Saxilby.

Planning Committee Meeting
146/22 To receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting
Cllr Crump and Harper gave their apologies, and these were accepted.
147/22 To receive declarations of interest in accordance with the Localism Act 2011
Cllr J and I Willox declared a personal interest on agenda item 4l - Ref 149/22.
148/22 To approve the notes of the planning committee meeting held on 16 November 2022 and the chair to sign them as the agreed minutes
Cllr Cotton proposed the minutes. These were resolved.
149/22 To note and agree actions where required:
a. Meeting action log
The committee noted the action log.
b. Cottam and West Burton Solar farm update, including 7000 acre meeting feedback and position statement update
Feedback was received on the proposals which affect 30 villages. A planner is currently writing a position statement, which will be shared for feedback in the New Year at a public meeting.
c. Correspondence from Stirlin developments regarding street naming on the Enterprise West Lindsey site and feedback on their proposed names
Cllr Harper proposed Enterprise Road, Lindsey Way and Kesteven Way. This was resolved.
d. Response from the Lincolnshire County Council Historic Environment Officer, regarding the history of the Old Rectory, Saxilby following the recent application on the site
Noted.
e. Closing date to get historic public rights of way registered and consider if there are any missing public footpaths which require registering in the parish and to apply
Cllr Hillman proposed adding the Saxilby to Ingleby footpath and to contact the Chair of the History Group who has been looking at historical paths in Ingleby. Write to Cllr Hewis for suggestions and bring to January. This was resolved.
f. CIL
i. WLDC request for CIL reporting for 2022 and to agree the response
Cllr Cotton proposed the 2021-22 CIL report which was resolved.
ii. Recommend to full council the expenditure item(s) for the third 2022 CIL tranche
Cllr Hillman proposed the CIL goes to the Queensway bus shelter. This was resolved.
g. WLDC Publication of the Amended Allocations and Development Management DPD and agree a response if required
Correction of agenda item to ‘Newark and Sherwood’ DPD not ‘WLDC’.
No comments.
h. Feedback from WLDC regarding the footbridge and agree actions for identifying the ownership of the ramp and steps
WLDC corporate policy meeting have agreed a £250,000 refurbishment programme in 2023 of the WLDC asset footbridge following lobbying from the parish council since 2017. It is a heritage asset within the Neighbourhood Development Plan and within the Conservation Area.
Cllr J Willox proposed the following actions which were resolved:
1. Add update on the bridge in the Bridge Street noticeboard.
2. Cllr Cotton stated its county council owned access ramps and steps (go through minutes around 1985-86, went in Christmas 1986 and opened 1987 spring - to investigate).
3. Stakeholder meeting to be arranged

7.22pm meeting resumed.
i. Residential access gates facing Westcroft Green from the new Taylor Wimpey development
Cllr Cotton proposed to ask for boundary to be clearly defined on the ground and to request the planning application number which the gates were included in. This was resolved.
j. To consider and agree actions regarding being a hedgehog hero parish
Defer to next meeting, as out of time.
k. Saxilby with Ingleby Neighbourhood Development Plan and timelines
Noted.
l. LCC cycle path connection between Lincoln and Saxilby (regular update)
Defer to next meeting, as out of time.
m. LCC condition of church lane road surface and flooding
Defer to next meeting, as out of time.
150/22 To review and comment on the following West Lindsey District Council Planning consultations:
a. Reference 144491 - Notification of appeal planning application 144491 – Land rear of 45 Mill Lane, Saxilby, Lincoln, LN1 2HN. Planning Inspectorate Appeal ref: APP/N2535/W/22/3306201
Stand by comments made on the original application.
151/22 CLOSED SESSION – Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
152/22 Update on Northfield Rise land and agree actions
Defer to next month, out of time.
