P24/143 1. Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.

Having been proposed (Cllr Waller) and seconded (Cllr Barrett), it was RESOLVED to: 

accept apologies from Cllr Hughes and Cllr J Willox. 

 

P24/144 2. Receive declarations of interest in accordance with the Localism Act 2011

P24/147 5. Approve planning committee meeting notes as minutes for 17 July 2024

Having been proposed (Cllr Waller) and seconded (Cllr Barrett) it was RESOLVED to:

Approve the planning committee meeting notes as minutes for 17 July 2024, with an amendment of item P24/128 10 to read ‘verbal update’ instead of ‘noted that’.

 

P24/0148 6. Application Number: WL/2024/00476 (re-consultation) Proposal: Application for prior notification of proposed development by telecommunications code systems operators for 20m high valmont climbable monopole on 5.2 x 5.2 x 1.4m deep concrete base with config 1 circular headframe for 6no. antenna apertures at 0/120/240 & 4no. 600 dishes, RRU's, BOB's and active Routers to be fixed to headframe below antennas and associated ancillary works. Location: Field Off Church Lane, Saxilby, Lincoln.

Having been proposed (Cllr Saunders) and seconded (Cllr J Willox) it was RESOLVED to:

The previous comments stand and strongly state that the mast should be further back on the field adjacent to the existing one, to mitigate the radiation risk.

 

P24/149 7. Application Number: WL/2024/00533. Planning application to erect manufacturing building and detached office building being variation of conditions 2 & 5 of planning permission 146771 granted 14 December 2023 - for drawings to be in line with the revisions approved under NMA 148131 & the heat pump element removed. Location: Unit H, Enterprise West Lindsey, Skellingthorpe Road, Lincoln, LN1 2FU.

Having been proposed (Cllr Saunders) and seconded (Cllr Barratt) it was RESOLVED to:

Support the application which is in-line with Policy 7 of the Saxilby with Ingleby NDP and in-line with the council’s objectives. 

 

P24/150 8 Application Number: WL/2024/00557. Proposal: Planning application for two storey side extension to form additional living accommodation including annexe. Location: 40 West Bank, Saxilby, Lincoln, LN1 2LU.

P24/151 9. Application Number: WL/2024/00559. Proposal: Application for prior notification of proposed development by telecommunications code systems operators for proposed arquiva smart metering 1no. OMNI at 13.45m mean mounted on proposed 12m streetworks pole, 1no. GPS antenna at 12m mean mounted on proposed streetworks pole, 1no. 3G OMNI antenna at 4.19m mean mounted on proposed streetworks pole, equipment enclosure to be installed on a root foundation & 3no. concrete bollards.

P24/157 15.  NDP Para 102 Saxilby Speed Watch Scheme

Update noted. A suggestion was made to promote the Speed Watch Scheme at the Family Fun Day event. Cllr Waller agreed to do a display and to ask the volunteers if they would like to man the stall.  

 

P24/158 16. Retail Grant Project. To receive the update and note progress and agree to apply to CRT for the shoal of fish artwork to be installed on the canal side.

2. Having been proposed (Cllr Waller) and seconded (Cllr Barratt) it was RESOLVED to:

Re-visit previously agreed action and resolve for officers to obtain written permission to install the street furniture and planting on their site 

 

3.Having been proposed (Cllr Hillman) and seconded (Cllr Saunders) it was RESOLVED to:

agree for officers to determine the planting scheme within the confines of the budget and project parameters – with councillors input if required. Cllrs Hillman and Saunders both notes they are happy to offer advice if required. 

 

P24/159 17 D-Day 80 Events including expenditure.

P24/160 18 Note planning and development updates:

 

a. Secretary of State planning approval for Gate Burton energy park 

Noted.

 

b. Update on the former Bridge Inn site.

Noted with amendments - correction made to ‘environmental enforcement’. 

Graffiti to be reported to WLDC and the police. 

 

c. Meeting with Saxilby Nature Project regarding the canal side ‘pocket park’ and agree proposed actions 

Having been proposed (Cllr Waller) and seconded (Cllr Barrett) it was RESOLVED to:

Arrange a site meeting with the Canal and River Trust and Saxilby Nature Project to:

 a. Seek to agree on the ground boundaries of land ownership and

 b. Saxilby Nature Project to install short stake boundary makers on site 

 

2. Saxilby Nature Project to install a dead hedge along the tree line to approximately 2m from footpath and to liaise with CRT to determine whether to lay on CRT land or unregistered land

3. Install signage regarding the site’s biodiversity and management to increase public knowledge and awareness and help preserve the site

Number of Dwellings

Saxilby with Ingleby parish has 151 dwellings allocated within the Central Lincolnshire Local Plan on two allocated sites. This proposed development would take the number of dwellings over the allocated amount within the Local Plan. The level of housing growth in Saxilby means that there will be a good mix of new homes to help meet current and future local needs as identified within a recent Housing Needs Assessment. Any further residential development will only be limited to smaller sites (of sites of 10 or less units) in line with Policy LP4 of the Local Plan.  

 

Numbers of newly built or planned over 55s development 

Recent developments at Church Lane have contributed positively towards accommodation for over 55s and older people with over 72 units built or planned. 

 

Impact/infrastructure

The rapid rate of recent growth in Saxilby over the past few years has meant that local infrastructure such as the roads, sewers, education and health are oversubscribed. The junction with the A57 is at capacity and any further larger scale development is likely to lead to further traffic problems. Highway mitigation in the area is likely to be needed in the future. Consultation with residents has raised such issues and any further development at this scale would likely not be supported by the community.

The proposed location of such development is away from key services and transport facilities, meaning that accessibility for older people will be more difficult and reliance on a car will increase. 

At this stage, there is no evidence that any additional development for older people is required beyond the proposed allocations in the Local Plan. These two sites will provide additional units for this demographic and are likely to provide further infrastructure to support growth. 

Therefore, the parish council does not support any further large-scale development within or on the edge of the village.

P24/161 19 Consider a response to the Lincolnshire Minerals and Waste Local Plan: Preferred approach consultation 

Clerk to register councils interest. Add back to next month’s agenda. 

 

P24/162 20 Consider a response to the NSDC draft Interim Affordable Housing SPD and Draft Solar Energy SPD

Add back to next month’s agenda. Cllr Saunders to look into details and report back. 

 

P24/163 21 Note invite to Central Lincolnshire Design Code: Parish/Town Council Event and agree the one attendee

Assistant Clerk to register and inform councillors of dates when known.

 

P24/164 22 Note the new WLDC Neighbourhood Development Fund and agree for the NDP Review Working Group to put forward proposals for the planning and development committee to consider

Having been proposed (Cllr Hillman) and seconded (Cllr Saunders) it was RESOLVED to:

Request a meeting with WLDC and complete an expression of interest form. Enquire with WLDC how they are going to promote the fund, so all community groups are aware and can apply.
