P24/199 1. Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.
Having been proposed (Cllr Saunders) and seconded (Cllr I Willox), it was RESOLVED to: 
Accept apologies from Cllrs Crump and Barratt.
 
P24/200 2. Receive declarations of interest in accordance with the Localism Act 2011
Cllr I Willox and J Willox declared an interest in item 15 Ref P24/213  and item 16 Ref P24/214  . 
 
P24/201 3. To consider granting dispensation requests, these having been submitted in writing to the proper officer before, or at the start of, the meeting.

Having been proposed (Cllr Hillman) and seconded (Cllr Hughes) it was RESOLVED to:
Approve the planning committee meeting notes as minutes for 16 October 2024 as minutes, with one amendment.

a. Having been proposed (Cllr Hughes) and seconded (Cllr J Willox) it was RESOLVED to:
Accept the review and to agree to actions 2 and 4. Item 3 being a separate agenda item (17)
2 - Liaise with History Group to ask if the bench can be refurbished with teak oil by the grounds team
3 - To recommend to full council to apply for grants from One Stop, One Stop Carriers, Community Wildlife Fund and The Bradbury Foundation to go towards the replacement information boards and to approach organisations, stake holders, and businesses for sponsorship.
4 - To accept a donation for £130 for an inscription on the memory branch, and associated plaque

P24/213 15 To agree to write to local landowners to see if they have any land available for a dog exercise area and/or allotments
Having been proposed (Cllr Saunders) and seconded (Cllr Waller) it was RESOLVED to:
Write to all local landowners asking them if any of their land was available. 2 abstentions.
 
P24/214 16. To agree to contact a landowner regarding land boundary creep on the Daubeney estate
Having been proposed (Cllr Saunders) and seconded (Cllr Hughes) it was RESOLVED to:
Agree to contact the landowners to inform them of their land boundary creep. 
 
P24/215 17. To recommend to full council application for information board grant funding (Bridge Street Masterplan item)
 
Having been proposed (Cllr Saunders) and seconded (Cllr Hughes) it was RESOLVED to:
To progress this aspect of the agreed masterplan by 
a) Applying for grant funding, including Community Wildlife Trust, One Stop, and the Bradbury Foundation.
b) To write to statutory organisations and stakeholders to see if there is interest in covering some costs towards the new information boards. 
c)To write to local businesses to seek expressions of interest with regard to sponsorship of the boards
d)To approach The History Group to support with review and consolidation of content on the information board

P24/216 18. WDLC meeting regarding the Neighbourhood Development Fund and agree actions in relation to the item
Having been proposed (Cllr Saunders) and seconded (Cllr J Willox) it was RESOLVED to:
Recommend to full council to consider agreeing for a grant application to progress for a new play area for Westcroft Green.
To note an update on the following: 
 
P24/217 19. Saxilby with Ingleby Parish Council speaking to planning application WL/2024/00075 Land at Sykes Lane Saxilby Lincoln Lincolnshire (147672) at WLDC Planning Committee Meeting and agree actions in relation to the item
Having been proposed (Cllr Hillman) and seconded (Cllr Hughes) it was RESOLVED to:
To write to WLDC to raise concerns that they did not acknowledge the request for S106 monies and query why the response was not in the report for planning committee. 
 
P24/218 20.  To agree a consultee response to Nottinghamshire County Council Biodiversity Net Gain Supplementary Planning Document 
Having been proposed (Cllr Saunders) and seconded (Cllr Hillman) it was RESOLVED to:
Agreed for the report to be submitted and for the officers to complete the questionnaire.
