A councillor asked if the draft position statement will it be made publicly available. It was confirmed it would be.

A comment was made by a councillor, as a member of the public, regarding the two items going to planning appeal on the agenda to raise that they did not feel they were in keeping with the local area. 

  

 

Planning Committee Meeting

 

P23/018 Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.

Cllrs Cotton and Crump gave their apologies, and these were accepted.

 

P23/019 Receive declarations of interest (Localism Act 2011)

Cllr Hillman declared a personal interest on item P23/024 and Cllr J and I Willox declared a personal interest on agenda item P23/023.

 

P23/020 Approve the notes of the 18 January 2023 planning committee meeting and the chair to sign them as the agreed minutes.

Cllr I Willox proposed the minutes. It was resolved. 

 

Review and comment on the following West Lindsey District Council planning consultation(s):

 

P23/021 Ref 146101 Request for confirmation of compliance with condition 5 (drainage), 6 (Flood Risk), 7(Construction hours) and 8 (Drainage) of planning permission 134928 granted 25 October 2016. Land Between, 15-18, West Bank, Saxilby 

No comments.

 

P23/022 Ref 146171 Request for confirmation of compliance with condition 2 (method statement) of planning permission 141263 granted 15 October 2020. Sykes Farm, Sykes Lane, Lincoln

This does not appear to have been complied with. Flag with Sustrans.

 

P23/023 Ref 145885 Request for confirmation of compliance with conditions 6 (Construction management plan), 7 (Soft landscaping) & 10 (Ecology) of planning permission 145637 granted 7 November 2022. Stirlin Developments, Land at, Skellingthorpe Road, Saxilby.

 

19.28pm Cllr I Willox and Cllr J Willox declared a pecuniary interest and left the room 

 

The parish council supports the Wildlife Trust’s comments to respect and protect the biodiversity of native species and the wildlife value of the Fossdyke Canal.

 

There is no mention of the footpath connection in the method statement which is part of the planning permission. HGVs will be travelling down Saxilby Road as part of the construction of the development and it is used by cyclists and pedestrians who currently walk on the road, as there is not a footpath along all the road to the business parks – the safety of these users needs to be considered. There are concerns of how pedestrians and cyclists will be protected from the speed of construction vehicles and dust/mud using Skellingthorpe road and regarding the junction with lorries exiting the site and the speed of traffic on the A57. 

 

The footpath details to connect the development have not been submitted.

 

Access/egress over the busy A57 junction is not covered either - NDP policy 16 and 17.

Cllr Harper proposed a change of scheme for the Saxilby Waterfront Public Facilities Refurbishment to include sustainability measures including solar panels and to go through planning permission accordingly. This was resolved.

 

P23/028 Solar farm position statement recommend approval to Full Council 

Cllr Meanwell proposed the solar farm position statement is recommended approval to Full Council. This was resolved.

 

P23/029 Historic footpath registration (feedback from the Saxilby & District History Group)

Cllr Harper proposed to request a meeting with landowner, which whose land the historic footpath is on, and to add to the website and a comms post on the footpaths in the area. This was resolved. 

 

P23/030 Condition of the former Bridge Inn

Cllr Hillman proposed to raise it with district councillor Brockway. This was resolved.

 

P23/031 Respond to the Central Lincolnshire Local Plan Review - Proposed Main Modifications Consultation

Any comments will be collated and submitted by the deadline next week.

Cllr Hillman proposed the committee go into closed session. This was resolved.

 

P23/036 Update on Northfield Rise land and agree actions

Actions were proposed for Full Council to consider.
