Planning Committee Meeting Minutes

Wednesday 18 January 2023 at 7.15pm at St Andrews Community Centre, Saxilby.

Public questions or comments

Cllr Crump raised the issue of potholes in the bend on Westcroft Drive 

Cllr Harper raised the issue of the containers on St Andrews Drive. There are now two containers and a porta loo on the site. Would like to know who they belong to. Exact location to be given to the clerk and clerk asked to make enquiries.

Cllr Hillman asked if anyone knew where the “Twinned with” sign had gone from Sturton Road.

 

Planning Committee Meeting

P23/001 Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.

Cllr Cotton gave his apologies, and these were accepted.

 

P23/002 Receive declarations of interest (Localism Act 2011)

Cllrs I Willox and J Willox declared a personal interest on agenda item P23/004 and P23/014.

 

P23/003 Approve the notes of the 21 December 2022 planning committee meeting and the chair to sign them as the agreed minutes.

Cllr Crump proposed the minutes, and it was resolved. 

 

Review and comment on the following West Lindsey District Council planning consultation(s):

 

P23/004 Ref 145999 Single storey rear extension and other alterations to dwelling. 103 Mill Lane Saxilby Lincoln LN1 2HN

No comments.

 

P23/005 Ref 145929 Extension to existing conservatory, 40 Manor Road Saxilby 

Decision has been made before meeting.

 

P23/006 Ref 145741 Planning application for removal of existing buildings and erection of 4 no. dwellings. The Old Rectory Residential Home Sturton Road Saxilby Lincoln LN1 2PG. [Reconsult - Amended plans received- reduction in number of dwellings from 6 to 4].

Same comments as those submitted before - these do not appear on the website. Clerk to chase up. The council would like to repeat their comments as before which were:

 

• The council request this is called into WLDC planning committee 

• There has been no engagement with the parish council and community which is not in-line with the NPPF and Local Plan. The council welcomes engagement 

• The council request an extension of time so developers can meet with the council

• A heritage statement is requested

 

 • NDP - Policy 5:

o It is noted the proposed building to be removed is a building of notable interest in the NDP pp62 due to the age, and historical significance to the parish character.

o The council requests the conservation officer is consulted for their views

 

• The application submitted is of poor quality, making the application difficult to   understand

 

• Policy 11 and 12

o Trees have TPOs and need protection and frame the road on the village approach as in the Character Assessment point 3.15 and provides the ‘thick vegetation’ giving way to housing along Sturton Road. The Saxilby with Ingleby Character Assessment notes the importance of the trees on the street scene - pp60-61 para 6.13, 

o 6.18, 6.19-6.21.

o Mature gardens and tree which form well established landscaping features as per the Character Assessment o It is understood trees have tree protection orders in the plot and these have been trimmed. 

o There should be no impact on biodiversity 

o Trees, mature shrubs and hedging need to be properly protected during construction process if the development is permitted

o There should be soft boundary treatments in-line with the NDP and Character Assessment for the area 

 

• Policy 16 and 17

o The council supports the extension of the public footpath from Mill Lane/Sturton Road onto Broxholme Lane in front of the length of the development in-line with the NDP policy

o Access should be onto Broxholme Lane for all properties

 

 • Policy 14.3 

o Development should have open space on-site

 

 • The council notes the development may be eligible for CIL and requests it is applied

 

• The development should be fit for the future - the council recognises the impact of climate change and importance of biodiversity, and requests that this proposal should be fit for the future e.g. net zero, highly energy efficient, super insulated, water collection and harvesting, ground source heat pumps, solar panels, and electric car charging points

 

• NDP Policy 1 and 2 also need to be considered

P23/007 Meeting action log  

The action log was noted.

 

P23/008 Solar farm position statement – consultation feedback and agree statement.

Feedback was noted and agreed that the statement should go to Full Council to be agreed.

 

P23/009 Becoming a hedgehog hero parish. 

Cllr Hillman proposed Cllr Meanwell to become the hedgehog hero lead and work towards becoming a hedgehog hero parish. This was resolved.

 

P23/010 Receive feedback on greenspaces signage draft wording.

Feedback was received.

 

P23/011 Agree to meet Taylor Wimpey regarding the 208-footpath connection.

Cllr Hillman Proposed that Cllrs Hillman and J Willox arrange to meet with Taylor Wimpey and clarify where the footpath is. This was resolved.

 

P23/012 Update on the responsibility of the Waterfront footbridge ramp, steps, and railings 

Highways have been contacted to arrange a site meeting

 

P23/013 Condition of church lane road surface and flooding 

Highways to be contacted and update provided at next meeting.  

 

Regular Updates:

P23/014 LCC cycle path connection between Lincoln and Saxilby 

An update was provided. The county council are still waiting on the developer legal approval to cross their land. Still waiting for Tilia homes after one year.

 

P23/015 NDP review and agree councillors to attend the next meeting.

Cllr Hillman provided an update. Cllr Meanwell agreed to join the working group. 

 

P23/016 CLOSED SESSION – Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

It was proposed by Cllr J Willox to go into closed session. This was resolved.

 

P23/017 Update on Northfield Rise land and agree actions.

An update was provided.
