P24/001 1 Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.
Apologies were received from Cllrs Crump and Cllr Waller.
Having been proposed (Cllr I Willox) and seconded (Cllr Hughes), it was RESOLVED:
To accept apologies of absence from Cllr Waller.
P24/002 2 Receive declarations of interest (Localism Act 2011)
Cllrs I Willox and J Willox declared a pecuniary interest in item P24/005a.

A member of the public raised concerns regarding agenda item P24/005. Their comments were on the lack of infrastructure, flooding on Sykes Lane - which has included sewage, lack of availability at the doctors, and the problems it will cause with traffic in and out of the village.
Agree consultee response on the following planning applications:
P24/004 4 147771 Planning application for the change of use and conversion of garage to form hair salon. 3 MacPhail Crescent, Saxilby, Lincoln, LN1 2WL - Full Planning Application. Change of Use.
Having been proposed (Cllr J Willox) and seconded (Cllr Barratt), it was RESOLVED
to approve the following response: The parish council is supportive of new small-scale businesses as per Policy 8 in the Saxilby with Ingleby Neighbourhood Plan (2017) provided that any alterations to any existing building reflects the character of the area and the context in relation to scale and design and materials. This is supported by sub-section (a).
There is no mention of customer car parking and there should be off the road car parking which is supported by Policy 8(b).
There is concern that during appointment change over times, there could be two extra cars on the road causing a problem for emergency vehicles.

P24/005a. 5a 147672 Outline planning application for residential development of up to 100 no. dwellings, including new junction to Sykes Lane, estate roads and associated infrastructure with all matters reserved. Land at Sykes Lane, Saxilby, Lincoln. Major – Dwellings category.
Having been proposed (Cllr Hillman) and seconded (Cllr Barratt), it was RESOLVED:
To arrange a public meeting for Tuesday 30 January. As the village hall is already booked it was proposed to have it at the community centre and submit comments following the public meeting on the application.
P24/005b. 5b. To agree a meeting with the developer for planning application 147672.

To agree a meeting with the developer for planning application 147672.

a. Request to Highways for a reduction in the speed limit through Ingleby
Having been proposed (Cllr Hughes) and seconded (Cllr J Willox), it was RESOLVED:
To support the proposed speed limit reduction in Ingleby. However, they felt it should be extended to south of Ingleby - Grange Farm due to accidents here.
b. Meeting request with Church Lane developers (‘Doe’s’)
Noted.
P24/007 7 To consider and agree actions to address safety issues due to vehicle users parking on double yellow lines outside of One Stop, High Street, Saxilby.
Having been proposed (Cllr Barratt) and seconded (Cllr I Willox), it was RESOLVED:
1. To request the traffic warden visits the area on a more regular basis.
2. Clerks to contact Cllr Brockway and ask that she meets with Highways to discuss ways the situation could be improved.

P24/008 8. NDP project 1.4 LCC cycle path connection between Lincoln and Saxilby
The update was received.
Having been proposed (Cllr Hillman) and seconded (Cllr I Willox), it was RESOLVED:
To contact LCC to arrange a groundbreaking ceremony, with those involved in the project to be invited including Lincolnshire County Council, the landowners, and contractors.
Having been proposed (Cllr J Willox) and seconded (Cllr Hughes), it was RESOLVED:
To agree for two councillors to attend.
P24/009 9. NDP project 3.1 Saxilby and District Multi-Use Games Area, including project list
Noted.
P24/010 10. NDP (para 102) Speed Watch Project
Having been proposed (Cllr Barratt) and seconded (Cllr J Willox), it was RESOLVED:
To pass the information back to Lincolnshire Police for them to follow up as it is not in our remit to action.
This was a counterproposal from a recommendation in the update paper for the committee to agree to write to the Mill Lane Football Pitch hirers advising them of the speed watch group and asking them to advise parents of the dangers of speeding.
P24/011 11. NDP project 4.0 Saxilby Waterfront Working Group including:
a. Replacement bus stop
Noted.
b. Recommend to full council to apply for Skipton Building Society funding and King Charles III funding.
Having been proposed (Cllr Hughes) and seconded (Cllr I Willox), it was RESOLVED:
That funding applications be made for a Skipton Building Society grant and a King Charles III grant for the Saxilby Waterfront Project.
c. Agree to send the Canal and River Trust (CRT) Saxilby Waterfront’s task list for seeking assistance
Having been proposed (Cllr Hillman) and seconded (Cllr J Willox), it was RESOLVED:
To send a task list to CRT for approval.
d. Agree to meet a ceramics company to discuss the mosaic restoration
Having been proposed (Cllr J Willox) and seconded (Cllr Hughes), it was RESOLVED:
To agree to meet Zoo Ceramics to discuss the mosaic restoration.
P24/012 12. Approve notes of the planning committee meeting as minutes for 20 December 2023
Having been proposed (Cllr J Willox) and seconded (Cllr Hillman), it was RESOLVED:
To approve the notes of the planning committee meeting as minutes for 20 December 2023, with one alteration that Cllr I Willox and Cllr J Willox are corrected for attended and absent.
The meeting closed at 20:46pm.
