Planning Committee Meeting Minutes

Wednesday 16 June 2021 at 7.30pm at

St Andrews Community Centre, Saxilby.

Cllr Crump, Hillman, Harper and J Willox.

Cllr Cotton and I Willox.

 

In Attendance

Lydia Hopton, Assistant Parish Clerk.

There were 0 members of public in attendance.

 

Public Questions 

• A councillor noted grass on ACIS land not been cut. 

• A councillor asked if bins could be provided for the new Church Lane housing estates. It is understood that there is currently no management company for all of the sites – and the Assistant Clerk advised the committee to have a look at possible bin locations and share this information so that officers can contact WLDC to look to progress.

• It was noted that parking is an issue near Sunflowers Nursery on Church Lane. It was noted that it had previously been raised with Cllr Brockway (LCC) and it was also raised in the planning appeal for the new developments in the area and it was determined not to be a problem.

106/21 To receive apologies and accept valid reasons for absence, these having been submitted to the Clerk prior to the meeting

Apologies had been received from Cllr Cotton and I Willox and these were accepted. 

 

107/21 To receive declarations of interest in accordance with the Localism Act 2011

Cllr J Willox declared a personal interest in item 6 (Ref 111/21).

 

108/21 To approve the notes of the Planning Committee meeting dated 19 May 2021 and the Committee Chairman to sign them as the agreed minutes

These were proposed by Cllr Harper and resolved. Cllr Hillman to sign the minutes.

 

109/21 To note the meeting action log

The committee noted the log.

 

To review and comment on the following West Lindsey District Council Planning consultations:

110/21 Reference 143024: Planning application for ancillary detached building to accommodate a home office, garden store, garage and feed room – resubmission of 142245. Cherry Tree Cottage, Gainsborough Road, Saxilby, Lincoln, LN1 2LX.

No comments regarding the application. The CiL contribution is noted. 

 

111/21 Reference 143040: Planning application for erection of 1no. poultry unit for meat production, including feed silos, hardstanding and ancillary buildings. Ingleby Hall Farm, Sturton Road, Ingleby, Lincoln, LN1 2PQ.

The tree and hedge planting is supported.

 

To note the following items and agree actions where required:

112/21 To correct the numbering of project items on the April minutes with regards to CiL expenditure, for council records 

It was proposed by Cllr Harper and resolved to correct the error.

 

113/21 To consider and respond to a request from Ross and Eleanor Smith (Saxilby Nature Project) regarding the management of the canal side woodland 

Cllr J Willox proposed Saxilby Nature Project assume responsibility for the maintenance of the entire woodland and supported working closely with Saxilby Nature Project to enhance the area for the benefit of the local community and wildlife, in-line with the NDP project. It was noted that committee members would like to meet again with Ross and Eleanor Smith to develop a working relationship. The proposal was resolved.

 

114/21 To consider and agree to formally accepting back the part of Westcroft Green from Lindum Homes following completion of their works, and subsequent remedial works, on the land

Cllr J Willox proposed to recommend to Full Council that it accept back the land, pending the contribution to the four trees (£428 suggested) which were removed. The proposal was resolved

 

115/21 Feedback from the Taylor Wimpey site meeting

Received and noted.

 

116/21 Feedback from the Lovell Homes site meeting  

Received and noted.

 

117/21 To agree to contact ACIS and WLDC enforcement regarding replacing the failed saplings on the development in-line with planning appeal condition 14

Cllr Hillman proposed and it was resolved to contact WLDC.

 

118/21 Update regarding Church Lane road condition

Cllr Hillman spoke to Cllr Brockway and requested an update, Cllr Brockway is to liaise with Highways and will report back.

 

119/21 To agree a proposed location and request a new post box to service the new housing developments (deadline to reply is Fri 25 June)

It was proposed by Cllr I Willox to request a new post box to be located near the Church Lane and Brackenbury Rd junction, Ingleby View.
