Under the Local Authorities (Coronavirus) (Flexibility of Local Authority Meeting) (England) Regulations 2020, this meeting was held by video conference.

A Councillor asked how you request a post box, benches and litter bins for the new housing developments in the Church Lane area.
The Clerk agreed to find out information about new post boxes. WLDC had already been contacted regarding new litter bins but we’ve not had a response yet.

049/21 To receive apologies and accept valid reasons for absence, these having been submitted to the Clerk prior to the meeting
Apologies had been received from Cllrs Cotton and I and J Willox and these were accepted.
050/21 To receive declarations of interest in accordance with the Localism Act 2011
Cllr Hillman declared a personal interest in agenda item 19 (minute 066/21).
051/21 To approve the notes of the Planning Committee meeting dated 17th February 2021 and the Committee Chairman to sign them as the agreed minutes

053/21 Reference 142505: Outline planning application for 3no. replacement dwellings with all matters reserved, being variation of condition 2 of planning permission 142082 granted 20 January 2021 – regarding demolition of existing properties. 65, 67 & 69 Church Lane, Saxilby, Lincoln, LN1 2PE.
We are supportive of this application.
054/21 Reference 142466: Planning application to replace existing single storey side garage and utility room with two storey side extension. 11 Nursery Close, Saxilby, Lincoln, LN1 2JD.
055/21 Reference 142473: Planning application proposed extensions to existing premises and remodelling of external works. QJS(UK) Ltd, Saxilby Enterprise Park, Skellingthorpe Road, Saxilby, Lincoln, LN1 2LR.
We are supportive of this application. As per Policy 7 (Saxilby Business and
Enterprise Parks) in the Saxilby with Ingleby Neighbourhood Development Plan.
056/21 Reference 142555: Planning application for two storey side extension. 7b Blankney Close, Saxilby, Lincoln, LN1 2JA.
To review and comment on the following LCC planning consultations:
057/21 LCC Reference PL/0011.21: Development to vary condition 2 of planning permission 134299 to retain one mobile classroom only, for a further 5 years. Saxilby C of E Primary School, Highfield Road, Saxilby.
We support this application. We would like to know the future expansion plans for the school, in light of recent housing developments in the village.

058/21 To note an update and proposal from Taylor Wimpey and agree actions (as per Terms of Reference 4.7)
It was proposed by Cllr Hillman, and resolved, to accept the offer of £4,500 towards the Church Road bus shelter (near the Church Lane junction).
058/21 To consider a goodwill gesture from Chiselwood towards the proposed new noticeboard (as per Terms of Reference 4.7)
It was proposed by Cllr Hillman and resolved to accept the £300 goodwill gesture towards the Bridge Street noticeboard.
059/21 To consider a request for potential further building materials from local developers, towards improvements to the second rose garden
Grounds Manager has provided a list of materials required. It was proposed by Cllr Hillman and resolved to contact developers.
060/21 To contact Gelders and request a meeting, as per Planning Committee Terms of Reference (4.8)
This was resolved.
061/21 To note the update from WLDC regarding the refurbishment of the footbridge over the Fossdyke, and agree a response
062/21 To contact Highways regarding Church Lane potholes, road resurfacing and verge damage
A number of potholes have now been repaired. The road is not likely to be resurface until the development is finished.
Cllr Ives proposed, and it was resolved to contact Jackie Brockway asking what the plans were for resurfacing and re-instatement of the verges damaged by the contractors.
063/21 To discuss and agree to contact Highways with concerns from the pre-planning meeting for the Entry Level site on Broxholme Lane
Cllr Hillman proposed, and it was resolved to make Highways aware of our concerns about the junction and flood plain.
064/21 To note the update regarding Eastcroft footpath and request a meeting with the Rights of Way Officer
A meeting has been requested but the Rights of Way Officer has not yet got back to us. Jackie Brockway has been asked to chase this on our behalf. Concerns over the potential risk to pedestrians using the muddy path can be reported.
065/21 To note feedback on the Highfield Road parking issues
Yellow lines have now been painted outside the school. This seems to have created further issues near the High Street end of Highfield Road, and has added to congestion of traffic associated with the businesses near that junction.
It was resolved to contact the police regarding vehicles parking on pavements.

066/21 Reference 141615: Application for approval of reserves matters (appearance, landscaping, layout, scale) for residential development, to include associated estate roads and open space being variation of condition 8 of planning permission 137071 granted 28 March 2018 – obscure glazing to plot 81. Land at Church Lane, Saxilby. Approval granted. Update noted.
067/21 Reference 141985: Planning application for part change of use of dwelling to provide chiropractic therapy. 21 Otter Avenue, Saxilby, Lincoln, LN1 2HU. Permission granted. Update noted.
068/21 Reference 142151: Planning application for change of use from turning area to create 4no. carp parking spaces and service yard with fence and gate. Rierside Enterprise Park, Saxilby, LN1 2LR. Permission granted. Update noted.
069/21 Reference 142190: Planning application for a replacement bungalow with first floor storage, detached garage/workshop/garden store including private drive access, parking and turning area. 19 Sturton Road, Saxilby, Lincoln, LN1 2PG. Permission granted. Update noted.
