Wednesday 16th March 2022 at 7:45pm at St Andrews Community Centre, Saxilby.

Planning Committee Meeting

034/22 To receive apologies and accept valid reasons for absence, these having been submitted to the Clerk prior to the meeting

Apologies had been received from Cllr Crump.

 

035/22 To receive declarations of interest in accordance with the Localism Act 2011

None were declared.

 

036/22 To approve the notes of the Planning Committee meetings held on 16th February 2022 and the Chairman to sign them as the agreed minutes

Cllr J Willox proposed, and it was resolved to approve the minutes. 

 

037/22 To note the meeting action log

The action log was noted. 

 

To review and comment on the following West Lindsey District Council Planning consultations:

 

038/22 Reference 144374: Planning application to remove conservatory and erect single storey extension. 9 Millfield Avenue, Saxilby, Lincoln, LN1 2QN.

The Council recognises the impact of climate change and biodiversity, and requests that this extension should be fit for the future i.e. ultra-energy efficient and climate resilient, maximising low carbon and renewable energy.

The proposed extension should demonstrate the criteria in Policy 2 (Design of new developments) of the Saxilby with Ingleby made Neighbourhood Development Plan, specifically in relation to 2.b – use of materials appropriate to the development’s context.

 

039/22 Reference 144401: Planning application to replace the garage door with double glazed window. 6 Fossdyke Paddock, Saxilby, Lincoln, LN! 4AU.

The council has no comments

 

040/22 Reference 144491: Planning application to erect 1no. dwelling. Land rear of 45 Mill Lane, Saxilby, Lincoln, LN1 2HN.

We strongly object to this application.

This is a rear garden development, and the size of the plot is small. 

The path is not wide enough for disabled access to the house. 

The proposed dwelling is detrimental to the street scene.

It is not in line with Policy 2 (Design of new developments) of the made Saxilby with Ingleby Neighbourhood Plan, specifically 2.a – must respect the existing pattern of development in terms of enclosure and definition of streets and spaces, and 2.c – must be of an appropriate scale and density in relation to its setting.

It is also not in line with Policy 17 (Traffic and movement around the village).

Also, as per conclusion 6.5 in the NDP supporting Character Assessment – the character of the area should be respected, in terms of respect for the scale and form, and the architectural style of surrounding development.

There is no supporting documentation visible on the planning portal.

 

041/22 Reference 144485: Planning application to erect single storey side and rear extensions. South View, Gainsborough Road, Saxilby, Lincoln, LN1 2LX.

042/22 To receive feedback following investigation of potential locations for a tree for the Queen’s Green Canopy

Deferred until April meeting.

 

043/22 To receive feedback from Lindum Homes regarding a dead tree 

Lindum’s have stated that no action will be taken owing to the length of time since the tree was planted.

 

044/22 To receive an update from Lindum Homes regarding their site closedown and management company

Lindum have supplied a site plan showing which areas are defined within the ownership of the development management company.

They are due to complete all remaining works on seeding later this month after which time they will be looking to hand over the management company to the residents. They will notify us of the new Directors of the Management Company once they have handed this over to the residents, which is likely to be around late May.

 

045/22 To receive an update from Lovell regarding their site closedown and management company

Sales have gone well, and they expect to be completing the site by the end of the year including the opening of the connecting road between Church Lane and Sturton Road.

 

046/22 To receive an update regarding confirmation of ownership of the Bridge Street footbridge steps and ramp

The update from WLDC was noted. 

 

047/22 To note concerns from residents raised at the monthly market, and agree actions if required

A resident raised the issue of the state of the footpaths on Millfield Avenue. County Councillor Jackie Brockway is trying to arrange a meeting with the Parish Council and a Highways Officer to discuss the state of the footpath, as well as other areas of concern within the village.

 

048/22 To note a new consultation on the revised Central Lincolnshire Local Plan and agree actions

Cllr Cotton declared a non-pecuniary interest.

Item deferred until April’s meeting.

 

049/22 To note the decision on LCC application reference PL/0153/32: For the installation of a freestanding canopy/cover structure for stored materials at Lindum Waste Recovery, Saxilby Enterprise Park, Skellingthorpe Road, Saxilby. Permission granted.

This was noted.

 

050/22 CLOSED SESSION - Committee to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1060 for the following item on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

It was proposed by Cllr Hillman and resolved to go into closed session.

 

051/22 To note an update regarding a land ownership query and agree actions 

Cllr Cotton proposed, and it was resolved to write to the resident again informing them of our intentions and also to update West Lindsey District Council Planning on the current situation.
