Planning Committee Meeting
068/22 To elect a chair for the Planning Committee for the administrative year
Cllr Cotton proposed Cllr Hillman and it was resolved.
069/22 To receive apologies and accept valid reasons for absence, these having been submitted to the Clerk prior to the meeting
Apologies had been received from Cllr Crump and I Willox and these were accepted.
070/22 To receive declarations of interest in accordance with the Localism Act 2011
Cllr J Willox declared a non-disclosable pecuniary interest in agenda item 13 (Ref 080/22).
071/22 To elect a vice-chair for the Planning Committee
Cllr Cotton proposed Cllr J Willox and it was resolved
072/22 To approve the notes of the Planning Committee meetings held on 20 April 2022 and the chair to sign them as the agreed minutes
Cllr Cotton proposed, and it was resolved to approve the minutes.
073/22 To note the meeting action log
Cllr Hillman and Cllr J Willox agreed to meet to view their actions.
To review and comment on the following West Lindsey District Council Planning consultations:
074/22 Reference 144135 (reconsult): Application for approval of reserved matters for the erection of 1no. dwelling, considering access, appearance, landscaping, layout and scale following outline permission 142505 granted 13 April 2021. Plot 3 65, 67 & 69 Church Lane, Saxilby, Lincoln, LN1 2PE.
The council stands by its original consultee comments and to make ensure the application complies with Saxilby with Ingleby NDP Policy 11 and Policy 12.
075/22 Reference 144715: Planning application for proposed rear extension and minor internal modifications. Orange Farm, Sykes Lane, Saxilby, Lincoln, LN1 2NX.
The Council supports the comments of the Upper Witham Internal Drainage Board on the application.
076/22 31 Lincoln Road, Saxilby, Lincoln, LN1 2NF.
Application has been withdrawn.
077/22 To note concerns from residents raised at the monthly market and agree actions if required.
No comments to action.
078/22 To note a parishioner’s concerns about bins at Oaklands flats and agree actions
It was proposed and resolved to
a. Write to WLDC and for the district councillors to raise concerns at WLDC;
b. Request an on-site meeting with ACIS to discuss; and
c. The clerk to respond to the parishioners letter.
079/22 To receive an update on the MUGA project and agree actions to recommend to Full Council
The update was received. Cllr Hillman proposed and it was resolved to make recommendations to Full Council as per the background paper to:
a. Withdraw application in its current location
b. Identify and call for parcels of land around the parish which may be suitable for developing a MUGA
080/22 To receive an update on Saxilby Road woodland and make recommendations to Full Council
Cllr Harper proposed and it was resolved that
a. The committee is supportive of the concept proposed by the land owners and supported their offer to develop concept drawings for the council to look at
b. Requested the ecological/biodiversity report from the landowner
c. The committee noted the importance of retaining the sites ecological value
d. To share the above documents with Full Council when received
The committee welcomed the update on the next stage of the Saxilby Road footpath which is due to be started in July.
081/22 CLOSED SESSION - Committee to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1060 for the following item on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
It was proposed by Cllr Harper and resolved to go into closed session.
082/22 To note an update regarding a land ownership query and agree actions
Cllr Harper proposed, and it was resolved to seek legal advice to initiate civil action if no written confirmation is received of a start date for remedial works by the end of May.
The meeting closed at 8.40pm.
