Planning Committee Meeting Minutes

Wednesday 17 November 2021 at 8.00pm at St Andrews Community Centre, Saxilby.

There were no members of public in attendance.

 

Public Questions 

A query was raised regarding who would adopt the roads in the Lindum development and it was confirmed that this would be LCC Highways once their adoption had been agreed.

 

Planning Committee Meeting

180/21 To receive apologies and accept valid reasons for absence, these having been submitted to the Clerk prior to the meeting

Apologies had been received from Cllrs Harper and Ives and these were accepted. 

 

181/21 To receive declarations of interest in accordance with the Localism Act 2011

Cllrs I Willox and J Willox declared a pecuniary interest in agenda item 11 (minute 190/21).

Cllr Cotton declared a non-pecuniary interest in agenda item 5 (minute 184/21).

 

182/21 To approve the notes of the Planning Committee meetings held on 20 October 2021 and the Chairman to sign them as the agreed minutes

Cllr Cotton proposed, and this was resolved.

 

183/21 To note the meeting action log

The action log was noted but needs reviewing as there are several items which are urgent and need progressing.

 

To review and comment on the following West Lindsey District Council Planning consultations:

184/21 Reference 143717 (Reconsult): Planning application for removal of south facing flat roof extension and new front entrance doors to rear hall. Methodist Church, High Street, Saxilby, LN1 2HA. 

Parish Council comments are the same as per the original planning application.

In addition, we note that the applicant has withdrawn parking from in front of the building and have concerns that visitors will park on the street, exacerbating the already existing traffic problems on the High Street.

Relevant policies of the made Saxilby with Ingleby Neighbourhood Development Plan:

  • Policy 16 (Existing and new non-vehicular routes)
  • Policy 5 (Protecting the historic environment)

We request that the Conservation Officer is consulted about the new front entrance doors.

 

185/21 Reference 143792: Planning application for new vehicular access for car parking. 4 Northfield Rise, Saxilby, LN1 2WT.

No comments. 

 

186/21 Reference 143804: Planning application for single storey rear extension and loft conversion with dormer window. 25 Church Road, Saxilby, LN1 2HH.

No comments.

 

187/21 Reference 143859: Planning application for alterations and extensions, provision of first floor extension and construction of detached single storey garage. 38 Torksey Avenue, Saxilby, LN1 2HY.

Not supported.

As per Policy 2c (Design of new developments), of the made Saxilby with Ingleby Neighbourhood Development Plan, we do not feel that this property will be of an appropriate scale and density in relation to its setting.

Torksey Avenue is in Character Area F in the Saxilby with Ingleby Parish Character Assessment (2016) and describes the majority of dwellings as two storey in height but notes there are also pockets of single storey dwellings. Torksey Avenue itself is single storey dwellings. We therefore feel this development would be out of character with the area of bungalows.

We note this development will be liable for CiL. 

 

188/21 Reference 143881: Planning application for conversion and extension to barn to form 1no. dwelling. Barn at 86 High Street, Saxilby, LN1 2QN.

We note from 2.09 in the Visual Structure Inspection report that the barn was constructed around 1750, making it one of the oldest barns in the village. We have concerns that the age of the building wasn’t raised in the Heritage Impact Statement.

Given the heritage of the building we would ask that the Conservation Officer’s views are sought, and consideration made if it should be submitted to Heritage Lincolnshire as a part of the local listing campaign. 

This is supported by Policy 5 (Protecting the historic environment) of the made Saxilby with Ingleby Neighbourhood Development Plan.

 

189/21 Reference 143869: Planning application for erection of a single-storey walk in bay window extension to front elevation. 28 Millfield Avenue, Saxilby, LN1 2QN.

No comments.

Cllrs I Willox and J Willox left the room (8.43pm).

 

190/21 Reference 143944: Planning application to erect 4no. industrial units – Class B1/B2/B8 – including associated parking being variation of condition 4 of planning permission 141457 granted 6 October 2020 – wording in relation to the footway delivery timescales. Riverside Enterprise Park, Skellingthorpe Road, Saxilby, LN1 2LR.

Phasing of the footway is vital for Health & Safety reasons. We would seek reassurance that the footway is delivered with a set timescale.

Relevant policies within the made Saxilby with Ingleby Neighbourhood Development Plan:

Policy 7.4 (Saxilby Business and Enterprise Parks).

Policy 16.2 (Existing and new non-vehicular routes).

191/21 Reference 143929: Planning application to erect 1no. dwelling. Lakeside, Gainsborough Road, Saxilby, LN1 2LX.

We have concerns over contamination due to the land’s previous use as a waste disposal site and we believe that a contaminated land survey is required.

We believe that this application would be liable for CiL.

 

192/21 To nominate a committee member to check for tree applications (following the resignation of Dave Kenny) – deferred from October

Cllr J Willox volunteered.

 

193/21 To consider making a request to WLDC to replace road signs

It was confirmed that WLDC contact the Council each year to see if there are any damaged road signs which need replacing. Cllr Hillman will pass details of a few damaged signs to the Clerk for collation, in preparation for WLDC contact.

 

194/21 To consider land offered by Stirlin’ a few years ago and see if Saxilby Nature Group would be prepared to manage it

Cllr I Willox proposed, and it was resolved that 2 Councillors would arrange to meet with Saxilby Nature Group to discuss.

 

195/21 To receive an update on the CiL payments and agree where to allocate the latest payment.

The latest CiL payment was noted. December’s Planning Committee meeting will recommend how this should be allocated.

 

196/21 To receive an update from WLDC to our request for hosting a meeting on the Cottam and West Burton solar project and to agree attendance at the public information event at the Village Hall.

Update noted. The Clerk was asked to chase WLDC for progress.

Cllrs Crump, I Willox and J Willox hoped to attend the public information event.

 

197/21 To agree further actions in relation to the monthly bus shelter cleaning.

Cllr Hillman proposed, and it was resolved to obtain a quote from our current window cleaner, for including the bus shelter in the schedule.

 

198/21 CLOSED SESSION - Committee to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1060 for the following item on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

It was proposed by Cllr J Willox and resolved to go into closed session.

 

199/21 To note an update regarding a land ownership query

It was proposed by Cllr Cotton and resolved to write to the owner, confirming that Land Registry would be consulted regarding boundaries and that the previously agreed actions should be completed.

 

200/21 To consider possible S.106 monies

Item deferred to December’s meeting.
