Meeting
1. Welcome and Introduction
The chair welcomed those present to the meeting.
 
2. Receive apologies and accept valid reasons for absence
Apologies from Jenny Clarke.
 
3. Receive declarations of interest in accordance with the Localism Act 2011
None declared.
 
4. Approve notes of 13 July 2023, 6 October 2023, 9 November 2023 and 11 January 2024 as minutes and the chair to sign 
Deferred.
 
5. To note the updated project plan and agree priorities for 2024 in-line with the Master Plan (2018)
Having been proposed (Dilys Britt) and seconded (Chris Hailes), it was RESOLVED:
To prioritise all incomplete tasks from the project plan.
 
6. To discuss and agree recommendations to the planning committee regarding:
a) Spending of Waterfront Festival funds raised, in-line with the priorities identified in the project plan
Having been proposed (Cllr Hughes) and seconded (Dilys Britt), it was RESOLVED:
To investigate costings associated with replacement of the information boards around the waterfront, and defer this to the next meeting.
 
b) An action plan to promote Lincoln Community Lottery Funding
Having been proposed (Chris Haines) and seconded (Jane Kay), it was RESOLVED:
To recommend the proposed action plan to the Planning Committee.
 
c) Event(s) for 2024
Having been proposed (Cllr Hughes) and seconded (Chris Hailes), it was RESOLVED:
The working Group would not be organising a Waterfront Festival in 2024.
Having been proposed (Cllr Hillman) and seconded (Jane Kay), it was RESOLVED:
To hold a series of small local events, to include an official opening of the footbridge, a fishing event, and a music event.
 
d) Shoal of fish artwork and funding
Having been proposed (Cllr Hughes) and seconded (Dilys Britt), it was RESOLVED:
To make the proposed recommendations to the Planning Committee.
 
7. To discuss replacing the information boards in-line with the master plan (2018)
Having been proposed (Dilys Britt) and seconded (Jane Kay), it was RESOLVED:
For Dilys Britt and Jane Kay to look into the content of the information boards and make rec-ommendations to the working group at the next meeting.
For Cllr Hillman to investigate associated costs and bring these to the next meeting.
 
To receive updates and agree any actions on:
8. Refurbishment of Saxilby Waterfront Public Facilities
Three funding applications are going forward to potentially secure £20,000 for the project. 
 
9. The footbridge refurbishment and an official opening
Cllr Hillman is awaiting confirmation from LCC of the date for work commencing on the ramp, steps, and railings of the bridge.
To recommend to the Planning Committee that Cllr Hillman will write a letter of thanks to West Lindsey District Council.
 
10. Refurbishment of the mosaic
Cllr Hughes met with Zoo Ceramics to discuss repositioning of the mosaic, as the original location on the flood wall is unsuitable.
Having been proposed (Cllr Hillman) and seconded (Chris Hailes), it was RESOLVED:
For Working Group members to consider alternate sites, and bring back to the next meet-ing.
 
11. Graffiti
The increasing prominence of graffiti in the village was discussed. It was agreed that more awareness is needed through communications.
 
12. New costing of events for use of CRT land
Cllr Hillman and Laura Thompson attended a meeting with CRT to investigate costings and fees.
 
13. CRT volunteer policy and volunteer days
‘Helping Hands’ has been updated to ‘Community Adoption’. Awaiting paperwork confirming the terms of Community Adoption.
Volunteers under 18 must be accompanied by a responsible adult, in order to be covered by insurance.
Chris Hailes and Cllr Hillman will attend Lincoln University’s Student Volunteer Work to promote and recruit volunteers on Tuesday 13 February 2024.
Co-op have approached Cllr Hillman regarding a team volunteering event to support the Waterfront.
Having been proposed (Cllr Hughes) and seconded (Chris Hailes), it was RESOLVED:
That volunteer days will begin in April 2024.
 
14. Chrysanthemums that were in the planters
No update. Deferred.
 
15. Queensway bus shelter
Feedback from the community has been positive.
Having been proposed (Cllr Hughes) and seconded (Dilys Britt), it was RESOLVED:
For Cllr Hillman to write to James Sutton on behalf of the group, and to plan a press re-lease.
 
16. Heritage Lighting
Cllr Hillman shared the proposed design.
Having been proposed (Cllr Hillman) and seconded (Cllr Hughes), it was RESOLVED:
To investigate associated costings and defer to next month.
 
17. Cycle path from Lincoln to Saxilby
Work will start in April.
 
18. To agree a date for the next meeting
Wednesday 13 March.
