Meeting
SW25/008 1. Welcome and introduction
Cllr Hillman welcomed those present to the meeting.
SW25/009 2. Receive apologies for absence
Apologies were received from Dilys Britt and Jenny Clarke.
SW25/010 3. Receive declarations of interest in accordance with the Localism Act 2011
None declared.
SW25/011 4. Approve notes of 14 January 2025 as minutes and the chair to sign
Having been proposed (Cllr Hughes) and seconded (Jane Kay), it was RESOLVED:
To approve the notes of 14 January 2025 as minutes, and the chair signed them.
SW25/012 5. To receive updates and agree actions on the:
(a) Storage room on Bridge Street
Shelving has been received and put together by grounds. New lintels have been fitted at Bridge Street Public Facilities which may have resulted in dust and debris in the storage room. The room will need clearing out in order to place the shelving in the storage room.
Having been proposed (Cllr Hughes) and seconded (Chris Hailes), it was RESOLVED:
To install the shelving in the storage room, and complete a stocktake on tools and equipment prior to the first volunteer day on Saturday 5 April.
(b) Information boards
A social media post has been published to seek support from local individuals and businesses. A letter has also been drafted to send to local businesses to seek sponsorship, and a list of businesses and addresses is currently being collated.
The Saxilby and District History Group have agreed to review and update the boards with more recent information, where required.
Quotations for both the lecterns and printing have been received. Once the board content has been reviewed, graphic design should be considered in order to ensure a cohesive look across the series of boards.

To investigate options for graphic design, including Bishop Grosseteste Digital Printing team, Lincoln University, Lincoln College and social media, and to investigate who designed the existing boards.

To contact Ian Knowles at West Lindsey District Council to arrange a meeting, to seek sponsorship for an information board and/or plaque for the bridge.
(c) Noticeboard
An initial design for the Waterfront noticeboard has been drafted and shared with the group.
Having been proposed (Cllr Hillman) and seconded (Jane Kay), it was RESOLVED:
To continue design work on the noticeboard, and investigate printing options.
(d) Heritage lighting
A request for Lincolnshire County Council to replace the current lighting with heritage lighting has been sent to Cllr Brockway (District Councillor) and subsequently forwarded to the principal engineer for street lighting at Lincolnshire County Council.

To follow up the initial request with Lincolnshire County Council.
(e) Pipe bridge
The planned press release regarding the pipe bridge has not been published due to the reintroduction of tankering on West Bank and concerns that the timing may be insensitive to residents on West Bank. However, following discussion with Cllr Brockway it is felt that the press release may still be appropriate as it demonstrates Anglian Water’s neglect of their assets in the area.

To amend the press release to reflect general neglect of Anglian Water’s assets in Saxilby, and to engage with West Bank residents to secure their support and inform them of the approach being taken.
(f) Bridge Place Corner
Having received a complaint from a resident regarding litter in this area, West Lindsey District Council’s Anti-Social Behaviour Team were contacted. WLDC have actioned this and the residents report that the situation is much improved.
(g) Funding applications
Applications for funding were made to Onestop, The Bradbury Foundation, and Lincolnshire County Council’s Community Wildlife Grant. Applications closed this week for the Onestop grant, and the application for the Community Wildlife Grant will be considered in April. The application for funding from The Bradbury Foundation was rejected. It was agreed at February’s Planning & Development Committee meeting that an application could be made to Co-op Community Champions for funding for heritage projects.
(h) Budget
The current budget was shared with the group.
(i) Waterfront photography
Nick McDonald has taken photographs of the Waterfront to be used as documentation of the progress made on the regeneration project.
SW25/013 6. To discuss and agree recommendations to the Planning & Development Committee:
(a) Fundraising opportunities, and agree a date for the Saxilby Sports Hub fundraising event
Having been proposed (Jane Kay) and seconded (Chris Hailes), it was RESOLVED:
To recommend to the Planning & Development Committee that Saxilby Waterfront Working Group will hold a fundraising event at Saxilby Sports Hub on Friday 28 March.
(b) Conservation area leaflet
A first draft of the conservation area leaflet was shared with the group. Feedback was shared and some amendments suggested.
Having been proposed (Cllr Hillman) and seconded (Jane Kay), it was RESOLVED:
To make the amendments to the leaflet as suggested and recommend to the Planning & Development Committee that the leaflet is sent to WLDC’s Conservation Officer for feedback and comment.
Having been proposed (Cllr Hillman) and seconded (Jane Kay), it was RESOLVED:
To recommend to the Planning & Development Committee that a quotation is sought for the printing of 200 leaflets on recycled paper.
(c) Big Spring Clean (Saturday 5 April)
Posters and comms are required to promote the Big Spring Clean, and the first Waterfront Volunteer Day of the year. Posters and information should be shared with local organisations including LDAA, Skipton Building Society, Co-op, and Anglian Water.
(d) Plaque for memory branch
Having been proposed (Chris Hailes) and seconded (Cllr Hughes), it was RESOLVED:
To recommend to the Planning & Development Committee that a stainless steel, A5 plaque is ordered with the wording below:
This sculpture honours the fruit trees planted along the Fossdyke in 1953 to celebrate the Queen’s Coronation. As those trees reached the end of their life, new ones were planted, continuing the cycle of renewal.
Each leaf represents a sponsor whose support helps preserve and grow the waterfront’s green landscape for future generations.
