1. To elect a chair for council for 2023/24 and receive the signed acceptance of office
2. To elect a vice-chair for council for 2023/24
3. Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting
4. Receive declarations of interest in accordance with the Localism Act 2011
5. To approve the minutes from 1 March 2023, with the chair to sign and date
6. To approve the minutes from 5 April 2023, with the chair to sign and date
7. To review the action log
8. Appointment of members to committees
9. Agree the annual schedule to review council policies, procedures, and the asset register
10. Annual review and approval of the Financial Regulations
11. Review delegation arrangements for committees, sub-committees, and staff
12. Review and agree a) the council’s and/or staff subscriptions to other bodies and b) its representation on, or work with, external bodies including review of arrangements with other bodies
Finance and Risk
13. To resolve to use the General Power of Competence and meet the criteria of eligibility (Localism Act 2011)
14. To approve expenditure above specified limits, as per Financial Regulations
15. Agree the payment of annual subscriptions
16. Agree direct debits for 2023/24
17. Review expenditure incurred under LGA Act 1972, s137
18. Agree an application for s137 funding by SIGNS
19. Agree an application for funding for a 1940’s event
20. To approve 2023/24 rates for football facility hire
21. Appoint safeguarding officer
22. To agree to join a ‘cycle to work’ scheme
23. Confirmation of arrangements for insurance cover in respect of all insurable risks
Community
24. To consider a request to extend the library opening hours
Closed Session
25. Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
26. To approve a quote for replacement windows at the St Andrews Community Centre (from the community centre ring-fenced fund)
27. To agree to a quote for the new burial ground Groundwater Risk Assessment prior to land handover
28. To ratify annual staff increments and pay (Personnel Committee)
