Extra-Ordinary Full Council Meeting Minutes

Wednesday 29 January 2025 19:30pm

Function Room, St Andrews Community Centre, Saxilby, LN1 2LP. 

 

Members Present:

Cllrs Barratt, Bowden, Bridge, Hughes, Saunders (meeting chair), Shepherd, Waller, and J.Willox.

 

Members Absent:

Cllrs Ashton Derry, Crump, Hadjoudj, Hillman, Spurr, and I Willox.

 

In Attendance:

Lydia Hopton, Clerk.

 

There were three members of the public in attendance.

Procedural

FC25/019 1. Receive apologies and accept valid reasons for absence, having been submitted to the clerk

Having been proposed (Cllr Waller) and seconded (Cllr Hughes), it was RESOLVED:

To accept the apologies from Cllrs Ashton Derry and Hillman. 

 

FC25/020 2. Receive declarations of interest in accordance with the Localism Act 2011 and consider granting dispensation requests, these having been submitted in writing to the proper officer before, or at the start of, the meeting

None received. 

 

Foster public participation and engagement objective

 

FC25/021 3. 15 Minute Public Participation Session with respect of business on the agenda only

The Chair of Saxilby Public Recreation Ground Charity shared a handout providing an update on the charities position, after their most recent charity meeting, which had taken place following the last negotiation meeting with the council.

 

FC25/022 4. Closed session. Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

Having been proposed (Cllr Waller) and seconded (Cllr Barratt), it was RESOLVED:

To enter into closed session.

FC25/023 5. To consider and agree the 2025/26 rental proposal for the St Andrews Community Centre following negotiations 

Having been proposed (Cllr Saunders) and seconded (Cllr Waller), it was RESOLVED, with one abstention:

To agree to £11,000 rent for 2025/26 for the St Andrews Community Centre.

 

19:49 The meeting was adjourned whilst the clerk left the meeting to invite the members of public into open session.

19:49 The clerk and three members of public returned to the meeting.

19:49 The meeting re-started in open session.

 

 

FC25/024 6. To agree the 2025/26 budget and precept 

The chair thanked the clerk and assistant clerk for their work in preparing the draft budget.

Having been proposed (Cllr Waller) and seconded (Cllr Bridge), it was RESOLVED to:

Approve the 2025/26 draft budget and precept of £294,000.

 

FC25/025 7. Closed session. FC25/026 8. Receive an update on community centre negotiations and agree next steps and negotiation parameters

An update was received and proposals in the background paper were considered:

 

1. Proposal 1 – see decision FC25/023 above.

2. Proposal 2 was proposed by Cllr Hughes, seconded by Cllr Shepherd, and resolved.

3. Proposal 3a-e was proposed by Cllr Waller, seconded by Cllr Bridge, and resolved.

4. Proposal 4 was proposed by Cllr Bridge, seconded by Cllr Shepherd, and resolved.

5. Proposal 5 was proposed by Hughes, seconded by Cllr J Willox, and resolved.

 

FC25/027 9. To consider and agree to pay the 2024/25 rental invoice for St Andrews Community Centre

Cllr Waller proposed an amendment to the proposal being £11,000 in full and final settlement for all claims of outstanding rent. Cllr Bowden seconded the motion. This was RESOLVED with one abstention.
