1. Five members of the public spoke in relation to the Sports Hub and supporting it.
2. A member of the public asked a question regarding the green spaces in the draft NDP.
Council Administration
FC25/091 03 a. Receive declarations of interest in accordance with the Localism Act 2011 and
b. consider granting dispensation requests having been submitted in writing to the proper officer before or at the start of the meeting
No declarations of interest were made.

Neighbourhood Development Plan
FC25/092 04. Ratify the recommendation from Planning and Development Committee to submit to West Lindsey District Council:
a. The revised Saxilby with Ingleby Neighbourhood Plan, including heritage assets
A recorded vote was requested by Cllr Hillman. Having been proposed (Cllr Hughes) and seconded (Cllr I.Willox) it was RESOLVED to:
Approve the revised Saxilby with Ingleby Neighbourhood Plan including the heritage assets, replacing figure 7 (pp46) with a clearer map, and submit to West Lindsey District Council. This was resolved with all in favour.
b. Note the associated Design Code, Housing Needs Assessment, and the regulatory requirements of the Strategic Environmental Assessment (SEA), and Basic Conditions Statement
Having been proposed (Cllr Hughes) and seconded (Cllr Barratt) it was RESOLVED to:
Note the associated Design Code, Housing Needs Assessment, the regulatory requirements of the Strategic Environmental Assessment (SEA), and Basic Conditions Statement. This was resolved with all in favour.
Council Objective: Maintain and improve community facilities and amenities objective
FC25/093 05. Agree actions in relation to managing alcohol sales at St Andrews Community Centre
1. Council notes the options presented for managing alcohol sales at St Andrews Community Centre.
Noted.
2. Council considers the advantages and disadvantages of each option.

3. Council agrees to request that a member of the Sports Hub Committee to be appointed as DPS in the interim period, until the bar is outsourced.
Having been proposed (Cllr Saunders) and seconded (Cllr Hughes) it was RESOLVED to:
Request a member of the Sports Hub Committee be appointed as DPS in the interim period, until the bar is outsourced.
4. That an agreement shall be drafted for council approval which provides a summary of the DPS and Sports Hub responsibilities in relation to the sale of alcohol
Having been proposed (Cllr Waller) and seconded (Cllr Saunders) it was RESOLVED to:
Liaise with the Sports Hub and bring to council a draft agreement for approval which provides a summary of the DPS and Sports Hub responsibilities in relation to the sale of alcohol.
5. That a summary of the responsibilities shall be on a bar hire form
Having been proposed (Cllr Bridge) and seconded (Cllr I.Willox) it was RESOLVED to:
Add a summary of the responsibilities on the bar hire form.
6. That the sale of alcohol is added to the council’s risk register
Having been proposed (Cllr Hillman) and seconded (Cllr Barratt) it was RESOLVED to:
Add the sale of alcohol to the council’s risk register.
