Full Council Meeting Minutes

Function Room, St Andrews Community Centre, Saxilby, LN1 2LP.
Members Present:
Cllrs Bridge, Barratt, Bowden, Hillman (chair), Hughes, Saunders, Shepherd, and I Willox.
Members Absent:
Cllrs Ashton Derry, Crump, Hadjoudj, Spurr, J Willox, Waller

FC24/219 1. Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting
Having been proposed (Cllr Willox) and seconded (Cllr Shepherd), it was RESOLVED to:
Accept the reasons for absence from Cllrs Ashton Derry, Crump, J Willox, and Waller.
FC24/220 2. To consider granting dispensation requests, these having been submitted in writing to the proper officer before, or at the start of, the meeting
None received.
FC24/221 3. Receive declarations of interest in accordance with the Localism Act 2011
None received.
FC24/222 4. 15 Minute public participation session with respect of business on the agenda only
No questions.
FC24/223 5. T0 agree arrangements for the Remembrance service on Saxilby Recreation ground.
Report was noted.
Having been proposed (Cllr Hughes) and seconded (Cllr Bowden), it was RESOLVED to:
Agree the arrangements for the Remembrance service event.
Having been proposed (Cllr Bridge) and seconded (Cllr Saunders), it was RESOLVED to:
Agree that the colours of flowers included in the wreath are red, white and purple.
FC24/224 6. To agree a policy where a booking is requested for the Pavilion bar (with Saxilby Sports Hub) when Saxilby Sports Hub are open.
The report was noted.
Having been proposed (Cllr Saunders) and seconded (Cllr Shepherd), it was RESOLVED to:

Having been proposed (Cllr Saunders) and seconded (Cllr Bowden), it was RESOLVED to agree:
1. If a bar booking has been made by Saxilby Sports Hub (e.g. a regular Friday night booking), a separate booking for the bar area, or for a separate area barriered off, is not permitted as this constitutes a double booking and mixes public and private access in the same area.

Having been proposed (Cllr Saunders) and seconded (Cllr Barratt), it was RESOLVED to agree that:
2. If a group wishes to use the bar by the Sports Hub whilst it is open (public access) e.g. a football team or someone meeting at the bar for their birthday, this is permitted if covered under the terms of the Sports Hub insurance.
Having been proposed (Cllr Saunders) and seconded (Cllr Bridge), it was RESOLVED with 1 abstention that:
3. a. If a bar room hire booking is requested for a private event, in the downstairs bar, it is to be provisionally booked with the Sports Hub first to see if they are interested to give them first refusal and come back to the council if they are not.
Having been proposed (Cllr Hillman) and seconded (Cllr Hughes), it was RESOLVED to:
4. Confirm with the Sports Hub their insurance cover remains suitable to cover their services and activities.
Having been proposed (Cllr Bowden) and seconded (Cllr Saunders), it was RESOLVED to:
5. Add an item to March 2025 Full Council within the review of fees and charges regarding the bar to consider the following:
a. Hire areas being clearly defined e.g. bar seating area, bar servery, cellar, and kitchen and hire charges set out. E.g. The bar seating area can be hired on its own at a lower charge.
b. Consideration of whether the Sports Hub are to be ‘first port’ providers of the bar in the centre or whether other businesses remain permitted to provide this service if requested by a hirer, balancing the needs of the Sports Hub and other local pub businesses.
c. If a private hire of the bar has been made with the council and the hirer requests the Sports Hub provide the bar council to agree whether the Sports Hub would be charged a hire/service fee and whether it is can be/is agreed for the Sports Hub to charge a fee for providing this service.
