P26/003 3. Approval of Minutes
To approve the notes of the Planning and Development Committee meeting held on 17 December 2025. Having been proposed (Cllr Bowden) and seconded (Cllr Waller), it was RESOLVED:
That the minutes of the meeting held on 17 December 2025 be approved and signed by the Chair.

P26/006 6. Planning Application: WL/2026/00008
Application for proposed photovoltaic array to existing pitched tiled roof. Lincolnshire Co-operative Society, Unit 1, 107 High Street, Saxilby, Lincoln, LN1 2HG.
Having been proposed (Cllr I.Willox) and seconded (Cllr J.Willox), it was RESOLVED:
To submit the following consultee response:
The parish council fully supports the application, as it accords with the objectives and policies of the Saxilby with Ingleby Neighbourhood Development Plan (Review 2025), specifically:
• Policy 8.1 – Climate change
• Policy 9.1 and 9.2 Small Scale Renewable Energy Development
The parish council considers that the proposal represents an appropriate and sustainable improvement to an existing commercial building within the village centre and raises no concerns in respect of visual amenity or the character of the area.

Application for the removal of existing workshops and erect 1no. dwelling. Land at 49 Church Lane, Saxilby, Lincoln, LN1 2PE.
Having been proposed (Cllr Waller) and seconded (Cllr Bridge), it was RESOLVED:
To submit the following consultee response:
The parish council notes that the dwelling has been re-positioned further away from neighbouring properties when compared to the previous submission. This is welcomed and is considered to lessen the potential impact on neighbouring amenity, in accordance with the design principles of the Saxilby with Ingleby Neighbourhood Development Plan (NDP).
The parish council is supportive of the inclusion of solar panels and an electric vehicle charging point, which aligns with sustainability objectives within the reviewed NDP.
The parish council requests further information and clarification in relation to:
• NDP Policy 1 (1e, 1f, 1g), policy 8, and policy 9 specifically biodiversity net gain and a detailed landscaping scheme, and also in respect of passive heating measures and wider energy efficiency credentials of the proposed dwelling.
The proposed materials appear to be in keeping with the local design code and the character of surrounding properties on Church Lane, which is supported and considered consistent with NDP design policies.
Subject to the above points being satisfactorily addressed, the parish council supports the application in principle.
P26/008 8. Planning Application: WL/2026/01219
Application for conversion of barn to 1no. dwelling. The Barn, 10 Highfield Road, Saxilby, Lincoln, LN1 2QP.
Having been proposed (Cllr J.Willox) and seconded (Cllr Waller), it was RESOLVED:
To submit the following consultee response:
The parish council notes that the building is identified at page 86 of the Saxilby with Ingleby Neighbourhood Development Plan as a non-designated heritage asset:
“The Barn, Highfield Road – A nineteenth-century barn, formerly part of a farm courtyard of buildings, is the last remaining structure. The original farmhouse survives as ‘Saxilby House’. The barn is constructed in traditional red brick laid in an Old English bond, with distinctive ‘dog-toothed’ brick eaves detail and a clay pantile roof. The building retains many of its original features, with evidence of where former buildings were once connected.”
In this context, the parish council considers it essential that any conversion works are sensitive to the heritage significance of the building, preserving its original form, materials and architectural detailing, in accordance with Policy 1 of the Neighbourhood Development Plan, and Saxilby with Ingleby Design Codes.
The parish council requests that the district council’s conservation officer is consulted and that their comments are taken fully into account when determining the application.
The provision of off-street parking associated with the proposal is noted as a positive element, helping to reduce on-street parking pressure.
However, the parish council considers that further information is required in respect of Policy 8 (Biodiversity) of the Neighbourhood Development Plan. In particular, the application should clearly demonstrate how biodiversity will be protected and enhanced, and how the proposal achieves net gains for biodiversity in line with both local and national policy requirements.
On this basis, the parish council asks that the above matters are addressed prior to determination.
P26/009 9. Planning Application (Re-consultation): WL/2024/00395 –
WL/2026/00395 (re-consult). Application for the development of a ground mounted solar PV array (up to 35MWac), supporting energy infrastructure (including battery storage) and associated site works comprising maintenance tracks, fencing, security measures and on-site cabling. Land at Barker Farm, Stow Park Road, Stow Park, Lincoln, LN1 2AN.
WLDC updated the council that the application has been withdrawn. No action required.
P26/010 10. Central Lincolnshire Local Plan Review – Call for Sites 2025
Correspondence regarding the Central Lincolnshire Local Plan review and the Call for Sites 2025 was noted.
Having been proposed (Cllr Saunders) and seconded (Cllr Wheatley) it was RESOLVED to:
Consider supporting an additional site off Sykes Lane if submitted where pre-planning engagement is taking place.

The committee received an update on the Neighbourhood Development Plan (NDP) Review, including consideration of a West Lindsey District Council grant funding agreement.

To accept the grant funding offer and agreement.
