(maximum three minutes per member of public or organisation)

When members of the public may ask questions or make short statements to the council. Those items not on the agenda will not be debated but referred, if appropriate, to the next meeting. 

 

Agenda

1. Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting

2. Receive declarations of interest in accordance with the Localism Act 2011 

3. Approve the notes of Full Council on 7 December 2022 and the chair to sign them as the agreed minutes 

4. To note the meeting action log

Finance and risk

5. To review and agree the draft budget 

6. To agree the precept

7. To approve expenditure above specified limits, as per Financial Regulations

8. To agree to open an additional bank account 

9. To vire the Community Centre Business Interruption funds to an earmarked St Andrews Community Centre Improvement Fund 

a. To use the fund to replace blown pvc units 

b. To purchase loft insulation for the community centre 

c. To carry out electrical works on the external lights to lower energy use

10. To use community support scheme funds to support the warm welcome scheme 

11. To write off out of date bar stock (finance committee recommendation)

Recreation ground and community centre

12. To receive the latest project list and agree any actions required

13. To note the disposal of 14 damaged bar stools and an end-of-life bottle fridge

Community 

14. To receive a Saxilby Waterfront update and agree actions

15. To receive a MUGA update and agree actions

16. CLOSED SESSION – Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted

17. To agree to update to staff contracts, following staff consultation
