Council Administration and finance

3. a. Receive declarations of interest in accordance with the Localism Act 2011 

b. Consider granting dispensation requests - having been submitted in writing to the proper officer before or at the start of the meeting

6. Approve Full Council meeting notes as minutes and the chair to sign for 03 June 2026

7. Approve the Extra-Ordinary Full Council meeting notes as minutes and the chair to sign for 24 June 2026

8. Note the meeting action log 

9. Agree for the grounds roller purchase to be allocated to the capital expenditure budget

Council Objective: Respond to planning consultations in-line with the NDP

16. Planning and development committee recommendation to Full Council that CIL funds are allocated firstly to the full cost of a speed indicator device (SID) to be placed on Mill Lane (approx. £3,200), and that and remaining CIL funds are allocated to the Westcroft Greenspace Project 

17. Agree a consultee response to application WL/2026/00547. Request for confirmation of compliance with requirement 4 (Community Liaison Group) of the Cottam Solar Project Order 2024 (SI 943/2024). Cottam Solar Project (deadline prior to next planning and development committee meeting)

18. Agree a consultee response to application WL/2025/00805. Castle Farm, Cowdale Lane, Sturton By Stow, Lincoln, LN1 2PL. Amended plans.

 

Council Objective: Maintain and improve community facilities and amenities objective

19. Receive and note the recreation ground project list

20. Receive the MUGA Business Plan and agree charging structure

21. Approve In-Post Location Recommendation on St Andrews Community Centre leased area

22. Agree to a trial of unstaffed room hire for low risk regular hirers 

23. Consider installing height restriction barrier at New Burial Ground car park entrance 

24. CLOSED SESSION: Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

25. Agree In-Post License Agreement
