There were six members of the public in attendance, as well as Cllr Brockway (WLDC and LCC councillor) and Cllr Lee (WLDC councillor)

FC24/040 1. Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.
Apologies were received from Cllr Spurr.
Having been proposed (Cllr Ashton Derry) and seconded (Cllr Barratt), it was RESOLVED that:
The reasons for absence were accepted for Cllr Spurr.
FC24/041 2. To consider granting dispensation requests, these having been submitted in writing to the proper officer before, or at the start of, the meeting

FC24/043 4. 15 Minute Public Participation Session

No discussion or debate will take place on any representation or statement made. Council may discuss the comments when it formally considers that item of business, debates the matter, and makes a decision on the matter. Three minutes per member of public or organisation.
A member of the public spoke to agenda item 7a (Ref FC24/046) regarding the planned extra-ordinary meeting and background to the community centre.
A member of the public raised a matter not on the agenda and was asked to contact the clerk.
FC24/044 5. Receive a district and county councillor update (verbal)
Cllr Brockway update:
A meeting has been held with school and contractors regarding parking issues around the school due to building works taking place to seek solutions. Staff have been advised not to park on Willow Close. The clerk confirmed that the council had offered the use of Mill Lane car park at a nominal cost.
Budgets have been set for West Lindsey District Council and Lincolnshire County Council.
Extra-Ordinary meetings have been scheduled regarding the devolution deal for the upper tier authorities.

FC24/046 7. Review the recreation ground project list and agree actions including:
Noting a planned extraordinary meeting, called by the chair, to discuss the community centre valuation, lease, and community consultation

Agree to request the expediated progression of the play area, wheeled park, and MUGA lease - being separate to the community centre lease
Having been proposed (Cllr J Willox) and seconded (Cllr Roberts), it was RESOLVED to:
Request the expediated progression of the play area, wheeled park, and MUGA lease - being separate to the community centre lease.
Cllr Hewes did not vote.
Agree to sign the Salvation Army Clothes Bin Agreement for the New Burial Ground
Having been proposed (Cllr Hewes) and seconded (Cllr Roberts), it was RESOLVED with one abstention (Cllr Ashton Derry) to:
Agree to sign the Salvation Army Clothes Bin Agreement for the New Burial Ground.
Agree to pay the invoice for the FIT Deed Null (Financial Regulation 4a)
Having been proposed (Cllr Roberts) and seconded (Cllr Barratt), it was RESOLVED to:
Agree to pay the invoice for the FIT Deed Null. Cllr Waller asked for a recorded vote. Cllr Waller voted against the motion, Cllr Ashton Derry abstained, and all remaining councillors voted in favour.
Cllr Hewes did not vote.
Agree to offer to gift picnic benches on the recreation ground to the charity
Having been proposed (Cllr Ashton Derry) and seconded (Cllr Barratt), it was RESOLVED to:
Offer to gift picnic benches on the recreation ground to the charity
If the charity does not agree - bring the item back to full council to consider re-locating to other council sites
Cllr Hewes did not vote.
FC24/047 8. Agree 2024/25 fees and charges and agree to a burial ground RFF
Having been proposed (Cllr Roberts) and seconded (Cllr Waller), it was RESOLVED to:
Approve the 2024/25 fees and charges (reproduced at the end of the minutes), with the burial ground RFF being deferred.
Cllr J Willox did not vote.

FC24/048 9. Agree a s137 grant for Saxilby Cricket Club for match and practice balls
Having been proposed (Cllr Waller) and seconded (Cllr Ashton Derry), it was RESOLVED to:
Agree a s137 £200 grant for Saxilby Cricket Club for match and practice balls.
The clerk declared an interest other registerable interest in the item.

FC24/049 10. Agree to allocate the purchase of two low energy hand dryers for the Community Centre to Community Centre Ring Fenced Funds
Having been proposed (Cllr Waller) and seconded (Cllr Roberts), it was RESOLVED to:
Agree to allocate the purchase of two low energy hand dryers for the Community Centre to Community Centre Ring Fenced Funds.
FC24/050 11. To ratify a Waterfront Project recommendation from planning committee to apply for funding from the Skipton Building Society and King Charles III fund (P24/011)
Deferred. More information required from the Waterfront Working Group.

Approve the Terms of Reference, recording to undertake a full review prior to March 2025.

FC024/054 15. Approve 7 February 2024 notes as minutes and the chair to sign
Having been proposed (Cllr Hillman) and seconded (Cllr Roberts), it was RESOLVED to:
Approve the 7 February 2024 notes as minutes and the chair to sign, with one amendment “Cllr Hewes other registerable interest in agenda items no. 7 Ref - FC24/027.”
There was one abstention.

Closed session
FC024/055 16. Council to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
