Full Council Meeting Minutes

Wednesday 6 September 2023 

St Andrews Community Centre, Saxilby 

 

Members Present:

Cllrs Hewes, Hillman (chair), Meanwell, Waller, and, I Willox

 

Apologies:

Cllrs Ashton Derry, Crump, Spurr and J Willox 

 

In Attendance:

Lydia Hopton, Clerk

 

Cllr Brockway (WLDC and LCC) and Cllr Lee (WLDC)

There were 5 members of the public in attendance.

 

Cllr Hillman read out a welcome statement. 

6.45pm Public Participation Session

  • A member of the public read a statement regarding the accuracy of the draft July minutes and events at the meeting 
  • A member of the public thanked the work people have done on the recreation ground including Anglian Water. They asked what the council’s feelings are on opening the Pavilion bar. Also regarding item 8 car parking for school staff, it is not possible on the recreation ground. There is parking available at Mill Lane and they feel there is something that the contractor can provide in return for using the space. The burial ground pathway near the church – hedge needs cutting back.
  • A member of the public commented on Anglian Water staff that gave their time to make improvements on the field.

 

District and County Councillor Update

Cllr Brockway (district and county councillor) provided an update on:

- Anglian Water matters on West Bank and praised Cllr Hillman for her work in the area. Noted progress in the matter for Anglian Water starting to make changes in the area, repairing potholes, and better communication with residents and positive engagement. 

- She noted it is currently tight on the public purse for local councils around the country and it’s getting tighter for West Lindsey District Council. 

- Raised the notices and stakes on gravestones in the burial ground [unsafe headstones from headstone testing].

- Noted some trees are near the dog legged fence on the burial ground and won’t grow properly in time. 

- Attended a meeting regarding housing asylum seekers at Scampton with senior immigration officers and first asylum are due at the end of the month.

FC149/23 Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.

Apologies were received and accepted from Cllrs Ashton Derry, Crump, Spurr, and J Willox. This was proposed by Waller, seconded by Cllr Hewes and resolved.

 

FC150/23 Receive declarations of interest in accordance with the Localism Act 2011.

7.14pm A member of the public arrived 

Cllr Hillman raised a pecuniary interest in item 12(cllr expenses)., and a non-pecuniary interest in item 9 (Saxilby Mystery Group member). Cllr I Willox raised a non-pecuniary interest (Mill Lane parking) under item 8.

 

FC151/23 To approve 05 July 2023 Full Council draft minutes, with the chair to sign and date

Cllr Hillman proposed paragraph 5 under finance agenda was moved under the public participation session, this was seconded by Cllr Hewes. 

Cllr Hewes proposed paragraph 5 should be deleted and not added in the public participation session.

Cllr Hewes proposed the number of people corrected as 8 arrived and 10 left the meeting.   

 

19.26pm The clerk left the meeting

19.27pm Cllr Hillman returned to the room

19.27pm Cllr Hillman and Cllr Brockway left the room

19.29pm Cllr Hillman and Cllr Brockway returned to the room
