PC25/044 1. Receive apologies for absence, having been submitted to the clerk
Apologies were received from Cllr Truscott.
PC25/045 2. Receive declarations of interest in accordance with the Localism Act 2011

PC25/046 3. Consider granting dispensation requests, these having been submitted in writing to the proper officer before, or at the start of, the meeting

PC25/047 4. Approve the 24 September 2025 personnel committee meeting notes as minutes and the chair to sign
Having been proposed (Cllr Wheatley) and seconded (Cllr E.Bowden) it was RESOLVED (two abstentions – not present at meeting) to:
Approve the 24 September 2025 personnel committee meeting notes as minutes and the chair signed.
PC25/048 5. Closed Session
Committee to resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
Having been proposed (Cllr Bridge) and seconded (Cllr J.Willox) it was RESOLVED to:
Enter closed session.

PC25/049 6. Note the meeting action log
The action log was noted.
PC25/050 7. To delegate to the chair of council and chair of personnel committee to approve the clerk’s annual leave and council update the ToR3.7 accordingly
Having been proposed (Cllr Shepherd) and seconded (Cllr E.Bowden) it was RESOLVED to:
Approve the chair of council and chair of personnel committee be delegated to approve the clerk’s annual leave, with personnel committee to be notified and ToR3.7 be updated accordingly,.
PC25/051 8. Agree to cease recording timesheet task breakdown for personnel committee and move to BrightHR Blip for recording hours
Having been proposed (Cllr Wheatley) and seconded (Cllr Shepherd) it was RESOLVED to:
a. Cease recording detailed task breakdowns on staff timesheets for the Personnel Committee.
b. Require all staff to record hours worked using BrightHR Blip.
PC25/052 9. Review and recommend to Full Council approval of officer’s job description, person specification, and advert
Having been proposed (Cllr Saunders) and seconded (Cllr Shepherd) it was RESOLVED to:
Recommend to Full Council approval of the officer’s job description, person specification, and advert, with amendments.

PC25/053 10. Look at holding a facilitated session for staff and councillors (action log Ref PC25/033a)
Having been proposed (Cllr Shepherd) and seconded (Cllr Bridge) it was RESOLVED to:
A discussion was held regarding options for a facilitated session and team-building. It was RESOLVED to:
1. Note that formal mediation for the group is no longer considered appropriate.
2. Amend the proposal to hold an informal session for staff and councillors.
