Several members of the public spoke on the issues with item P23/194 and in detail on the size of the pond and on the state of the road on West Bank. They feel the road is now in a desperate state of disrepair.
Agree consultee response on the following planning applications:
P23/194 4 146729 Planning application to reinstate and raise the ground back to the original levels and increase the width and depth of the existing pond. 33 West Bank, Saxilby, LN1 2LU. Plans amended - Change in description to add pond increase and submission of amended ecology report and biodiversity metric.
The council does not support this application due to the number of concerns from residents.
Saxilby with Ingleby Parish Council request that this item is called into WLDC committee.
Council acknowledges the detailed traffic management plan, however there is still great concern regarding the number of heavy lorries on an already damaged road condition. Refer to Policy 17, 1 Traffic and movement about the village.
The Council would like to refer to their previous comments.

P23/195 5 147568 Application for permission in principle for residential development of 3 no. dwellings Land at Ingamells Drive, Saxilby, LN1 2WX.
Cllr J Willox proposed that the Chair contacts the case officer to make them aware that we were not aware of the application. Seconded by Cllr Crump Resolved.
P23/196 6 147589 Planning application for extension to porch at front, first floor extension over garage/utility, single storey rear extension, internal alterations and change main roof tiles. 54 Oakfield, Saxilby, LN1 2QW.
The council would like to refer to The Neighbourhood Development Plan 2017, Policy 2b, regarding new development. Use of materials appropriate to the development’s context.
P23/197 7 147628 Application for approval of reserved matters for the erection of 4no. commercial office units with associated access road and parking spaces considering appearance, landscaping, layout and scale, following outline planning permission 147060 granted 16 October 2023. Site G, Land at Skellingthorpe Road, Saxilby, LN1 2LR
The council supports the application in connection with NDP 2017 policy 7, Saxilby Business Park. The Council would like to refer to policy 7:4
The Council have concerns that the cycle footpath has still not been completed.
P23/198 8 147638 Outline planning application for removal of old redundant buildings and to erect 1no. bungalow with all matters reserved. Land adj. Jasmine Mays Lane, Mill Lane, Saxilby, LN1 2QE.
The council do not support this application. Reasons: It is not in keeping with The Neighbourhood Plan 2017 policy 2a and 2c, due to the scale and setting.
Also, policy 17, Traffic and movement around the village due Mays Lane being a very narrow unadopted lane and the number of vehicles during the construction.
The access and egress onto Mill Lane are unsuitable onto a busy A road.

Cllr J Willox proposed we refer the resident to Cllr Brockway to see if she can help. Seconded by Cllr Hillman. Resolved.
P23/203 13 Correspondence from Saxilby History Group regarding the Levelling up and Regeneration Act and heritage-related provisions in the Act
Cllr J Willox proposed that we ask our independent planner for the NDP their advice of whether to include it into the NDP. Cllr Hillman seconded Resolved.

P23/205 15 Speed Watch project update
Cllr J Willox proposed we have some more training courses for the new volunteers who wished to help. Seconded by Cllr Crump. Assistant Clerk to enquiry about more training.

Cllr Hillman proposed the notes with amendments (request the planning inspectorate to have a site visit) as minutes, Cllr J Willox seconded, and it was resolved.
