P26/051 1. Apologies for Absence

Apologies were noted for Cllr I Willox

 

P26/052 2. Public Participation

A 15-minute public participation session was held with respect to items on the agenda only.

A member of the public spoke about agenda item 7, the trees on the waterfront and that as they were in a conservation area, they were protected. Asked that in the future plans Goat Green Lane is considered. Also asked if there was an update re Church Lane, The Chair said it was due to go on the agenda soon with an update from LCC. And for an update re speeding on Field Avenue, this is being monitored by the speed watch group. 

Cllr Saunders spoke re agenda 6, this is an ongoing project and they will be looking at other areas in the village and this is not a one off location.

 

P26/053 3. Declarations of Interest and Dispensations

a. Dispensations: To consider any dispensation requests submitted to the Proper Officer before or at the start of the meeting.

None received.

 

b. Declarations of Interest

Cllr Saunders declared an other interest in agenda item 6.

Cllr J Willox declared a pecuniary interest in item 9.

 

P26/054 4. Approval of Minutes

To approve the notes of the Planning and Development Committee meeting held on 18 March 2026 Having been proposed (Cllr Bridge) and seconded (Cllr Wheatley), it was RESOLVED to:

Approve the notes of the meeting held on 18 March 2026. With an addition of adding E to Cllr Bowden.

 

P26/055 5. Action Log and Monthly Coffee Morning Log

The committee noted the meeting action log and the monthly coffee morning log.

Monthly action log was noted.

The Events action log was noted.

 

 

P26/056 6. Agree to plant flowering cherry trees along Torksey Avenue in verges where gaps exist

19:50 Cllr Saunders left the room and Cllr J Willox took over as chair

 

Having been proposed (Cllr Waller) and seconded (Cllr E Bowden), it was RESOLVED to:

1. Approve the planting of flowering cherry trees along Torksey Avenue in identified verge gaps, where no constraints or concerns exist and subject to Highways Authority permission.

2. Agree for planting to be scheduled and implemented by officers in the forthcoming autumn planting season.

P26/057 7. To request the WDLC Tree Officer visits the parish to consider Tree Preservation Orders on identified trees.

Having been proposed (Cllr Saunders) and seconded (Cllr Waller), it was RESOLVED: 

The committee to formally request that the WLDC Tree Officer attends the parish to assess the above locations for potential Tree Preservation Orders, including the recreation ground which was crossed off and to report findings back to the committee.

Two councillors to attend when we have a date.

 

P26/058 8. Application Number WL/2026/00271. Planning application for change of use of building to use class B2 complete with MOT centre. Unit 11a Allens Business Park, Skellingthorpe Road, Saxilby, Lincoln, LN1 2GH.  

Having been proposed (Cllr Saunders) and seconded (Cllr Waller), it was RESOLVED: 

 

To support the application with the following comments:

 

Policy 7.1 (NDP, 2025)

Supporting proposals for new employment developments and developments of sites.

 

Policy 7.2 (NDP, 2025) Landscaping and Boundary Treatment 

No change site it to remain the same.

 

Policy 7.3 (NDP, 2025) Parking and Sustainable Transport

Would like to highlight what is planned with respect to walkers and cyclist leaving and passing through the site and attending work.

 

Policy 7.4 and Policy 8.2 (NDP, 2025) Environmental Sustainability

There is no mention of renewable energy, as it is a new application could anything be looked at and addressed. 

 

P26/059 9. Ratify consultation response on the Humber to Nottinghamshire The H2East Pipeline: Humber to Nottinghamshire is a 

proposal for a new underground hydrogen pipeline in the east of England.

Having been proposed (Cllr Shepherd) and seconded (Cllr Bridge) it was RESOLVED to: 

Consultation on the underground hydrogen pipeline, its route, and the search areas for 

Hydrogen Above Ground Installations (HAGIs). 

 

Saxilby with Ingleby Parish Council acknowledges the strategic importance of national 

infrastructure and the UK Government’s net zero objectives. 

 

The council provides the following observations and requests for consideration, informed by 

the Saxilby with Ingleby Neighbourhood Development Plan (NDP) and local context. 

 

1.0 Siting 

The council strongly requests that the pipeline is routed to the west of the railway line 

within the parish, as opposed to the east, in order to reduce impact on and protect the 

local environment. 

 

Key Issue - Sykes Lane (Critical Constraint Area) 

 

The council considers Sykes Lane and its surrounding area to be a highly sensitive and 

constrained location and strongly requests that: 

• The pipeline is not routed in proximity to this corridor, and  

• Sykes Lane is not used for construction or operational access  

• This position is based on the following constraints: 

• Proximity to two local nature conservation sites (Hardwick Scrub and Ingleby Clay)  

• Narrow rural lane with bends and poor geometry  

• Bridge carrying the Lincoln to Sheffield railway line overhead  

• Current long-term closure due to a collapsed culvert  

• High recreational use (pedestrians, cyclists, horse riders)  

• Ongoing consideration for Quiet Lane designation  

• Essential access route for agricultural vehicles  

 

Failure to avoid this area would result in disproportionate environmental, safety, and 

community impacts. 

 

2.0 Ecological Constraints (Including Sykes Lane Area) 

 

The proposed corridor west of Sykes Lane is in proximity to Hardwick Scrub and Ingleby 

Clay, which are important ecological sites forming part of the parish’s biodiversity network. 

Potential impacts include: 

• Habitat disturbance  

• Habitat fragmentation or loss  

• Noise, vibration, dust, and lighting impacts  

• Hydrological changes  

 

The council requests: 

• An avoidance-first approach  

• Appropriate buffer zones  

• Seasonal controls for breeding/nesting  

• Protection of species including badger, deer, owls, bats, foxes, hares, pheasants, and 

• partridges  

• Post-construction ecological enhancement 

• Confirmation is requested that the following will be undertaken: 

• Habitat Surveys  

• Ecological Impact Assessment (EcIA)  

• Protected species surveys  

• Biodiversity Net Gain assessment  

• Construction Environmental Management Plan (CEMP)  

 

3.0 Planning Policy Considerations 

The proposal must be assessed against the Saxilby with Ingleby NDP, including: 

• Landscape character and rural setting  

• Biodiversity and ecological networks  

• Heritage and community assets  

• Flood risk and environmental resilience  

• Community amenity  

The council expects clear compliance and demonstrable mitigation or avoidance of impacts. 

 

4.0 Local Impacts – Construction Phase 

Key concerns include: 

• Increased HGV movements on rural roads  

• Disruption to access and connectivity  

• Noise, dust, and vibration  

• Impacts on agricultural land  

The council requests: 

• Detailed traffic management plans (routing, timing, mitigation)  

• Protection of road conditions and full reinstatement  

• Agreements with highways authorities  

 

Sykes Lane - Construction Impact Position 

 

Sykes Lane is: 

• A narrow rural road with bends  

• Beneath a railway bridge  

• Currently closed due to a collapsed culvert  

• Widely used by walkers, cyclists, and horse riders  

• Under consideration as a Quiet Lane  

• A key agricultural access route 

 

The council strongly requests that Sykes Lane is not used at any stage for construction or 

operational access. 

 

5.0 Operational Phase Impacts 

The council notes: 

• Potential HAGIs requiring sensitive siting and screening  

• Need for clear safety and emergency procedures  

• Long-term maintenance access considerations 

 

The council requests clarity on: 

• Location and design of HAGIs  

• Visual impact mitigation  

• Community safety communication  

 

6.0 Infrastructure Constraints and Crossing Risks 

 

Sykes Lane 

 

Not suitable due to: 

• Long-term closure  

• Narrow alignment and bends  

• Railway bridge constraint  

• Agricultural and recreational use  

• Quiet Lane consideration  

• Proximity to ecological sites  

 

A57 Strategic Highway 

• Traffic disruption risks  

• Requirement for trenchless crossings  

• Structural and safety considerations  

 

Railway Infrastructure 

• Safety risks  

• Need for coordination and protection measures  

 

Foss Dyke Canal 

• Structural and environmental risks  

• Protection of navigation and water quality  

 

7.0 Information and Engagement 

 

The council requests: 

• Advance notice of consultation events  

• Detailed route drawings and cross-sections (especially near Sykes Lane)  

• Early engagement with landowners  

 

Further assessments requested: 

• Environmental Impact Assessment (EIA)  

• Landscape and Visual Impact Assessment (LVIA)  

• Ecological surveys  

• Traffic Impact Assessment  

 

Also requested: 

• Parish-level alignment plans  

• Ongoing engagement  

• Consideration of community benefit/recompense  

 

8.0 Conclusion 

The council supports infrastructure aligned with decarbonisation objectives where it is 

delivered in a way that protects local environment and community wellbeing. 

Support is dependent upon: 

• Protection of environmental assets  

• Safe infrastructure crossings  

• Compliance with the NDP  

• Effective mitigation  

• Meaningful engagement  

 

The council requests that all issues raised are addressed through route refinement, 

environmental assessment, and final design.

Having been proposed (Cllr Saunders) and seconded (Cllr Bridge), it was RESOLVED to:

a) Note the contents of the report; and

b) Any Councillors to support the publicity and engagement activities in advance of the referendum on 6 May 2026.

 

P26/061 11. NDP Project 3.1 – Saxilby and District Multi-Use Games Area

Having been proposed (Cllr J Willox) and seconded (Cllr E Bowden), it was RESOLVED:

1. Planning and Development Committee support the additional expenditure to ensure the project is completed to an acceptable standard and has safe accessible access.

 

P26/062 12. NDP Projects 3.3 & 3.4 – Westcroft Green Space Working Group

Having been proposed (Cllr Saunders) and seconded (Cllr J Willox), it was RESOLVED: 

To defer until a Westcroft meeting is held. 

 

P26/06313. Events Working Group

Having been proposed (Cllr Saunders) and seconded (Cllr Wheatley), it was RESOLVED to:

1. To note the update.

2. To note the action log.

3. To agree an initial 2026 Christmas Event meeting for the evening of Tuesday 2nd June 2026 and to promote to all outside/interested parties.
