P26/132 2. 15 Minute Public Participation Session with respect of business on the agenda only
Public Participation
A 15-minute public participation session was held with respect to items on the agenda only.
No members of the public were present.
A comment was made regarding the uneven path and brambles on Skellingthorpe Road, towards the industrial estate. Cllr Saunders will put on Fix my Street.
P26/133 3. Declarations of Interest and Dispensations

P26/134 4. Approve planning and development committee meeting notes as minutes for 15 July 2026
Having been proposed (I Willox) and seconded (Shepherd), it was RESOLVED to:
Approve the notes of the meeting held on 15 July 2026 as minutes.
P26/135 5. Note the meeting action log and monthly Cllr Meet and Greet Action Log
The monthly action log was noted. Cllr Wheatley requested that item P25/006 10 was amended to read that the Events Group were unable to support the planting due to lack of capacity instead of the Events Group declined to support.

P26/136 6. WL/2026/00664 Proposal: Planning application for first floor rear extension, removal of porch, installation of new front door with canopy, and opening up of existing single garage doors to create one single, unified undercroft opening. Location: 4 High Street Saxilby LN1 2LN.

To submit the following comments:
Saxilby with Ingleby Parish Council has considered this application against the Saxilby Neighbourhood Development Plan (NDP) 2026 and accompanying Design Code and wishes to support the application.
The Council is pleased to note that the proposal meets many of the relevant design, access, and character requirements for development within the village.
The Parish Council asks the Local Planning Authority to give particular consideration to Policy 8.1(f) and Policy 9 of the NDP 2026, encouraging the applicant to consider appropriate sustainable and energy-efficient measures where practical as part of the development, particularly an electric charging point in the alterations to the garage.
P26/137 7. WL/2026/00674 Request for confirmation of compliance with requirement 4 (Community Liaison Group) of the West Burton Solar Project Order 2025 (SI 1105 2025) The Tillbridge solar project.

WL/2026/00683 Outline planning application for residential development of up to 100no. dwellings, including new junction to Sykes Lane, estate roads and associated infrastructure with all matters reserved being variation of condition 1 of outline planning permission WL/2024/00075 (147672) granted 22 December 2025: to allow for greater flexibility in the application of the self and custom build requirement. Location: Land at Sykes Lane Saxilby LN1 2HA.

WL/2026/00683 - Land at Sykes Lane, Saxilby, LN1 2HA.
Saxilby Parish Council notes this application to vary Condition 1 of planning permission WL/2024/00075 relating to the self and custom build requirement.
The Council notes the omission of the covering letter and easily accessible supporting information on the planning portal. Greater detail would have assisted in providing an informed consultee response understanding the implications of the proposed variation.
The Council directs Taylor Wimpey to the recently made, Reviewed Neighbourhood Development Plan (NDP) 2026 with particular reference to Policies 2.1 and 2.2 (Sykes Lane allocation), Policy 8.1, Policy 9, Policies 12.1,12.2, Policies 14.1 and 14.3, Policy 16 and Policy 17.
The Council encourage the developer to give serious consideration to retaining the originally proposed five self and custom build plots within the scheme. These plots provide opportunities for local people to build homes that meet their own needs and budgets, whilst also creating greater variety and character within the development. Given that the scheme remains at significant threshold of 100 dwellings, the Council believes there is still a strong case for retaining this element of the approved development within the spirit of the policy.
A development of this size needs to work with, support, and, where possible, help improve the infrastructure and facilities already serving the community. The Council would therefore welcome discussions with Taylor Wimpey regarding how the development will deliver the NDP policies and the wider objectives and community projects within the NDP.
P26/139 9. Note that West Lindsey District Council has approved the parish council's nominations and formally registered the following as Assets of Community Value: 1. Saxilby Community Wood 2. Ingleby Clay 3. Saxilby Waterfront Public Facilities.

P26/140 10. Pedestrian Crossing – Church Road / Church Lane to note the report and agree any actions
Having been proposed (Saunders) and seconded (Wheately), it was RESOLVED to:
a) Note the outcome of Lincolnshire County Council's (LCC) pedestrian crossing survey undertaken on 30 June 2026.
b) Note that the survey achieved a score of 0.044, which is below LCC's threshold for a pedestrian refuge, Zebra crossing, or signalised crossing.
c) Note that LCC has therefore confirmed that the proposed pedestrian crossing on Church Road/Church Lane cannot be progressed at this time.
d) Agree to continue monitoring pedestrian safety in the area and consider a further request to LCC if circumstances or available evidence change.
e) Note the report and retain the matter on file but are not happy with the result and would like it to be re assessed or a meeting with councillors to discuss the findings.
P26/141 11. Agree actions for the Community Orchard Tree Planting Opportunity
Having been proposed (Saunders) and seconded (I Willox), it was RESOLVED to:
1. Support the submission of an expression of interest to the Woodland Trust/LincWoods Community Orchard Scheme. And to include re-wilding.
2. Agree the preferred locations for further investigation: Ashfield Grange Green Space; Daubeney Green Space; The green space between Westcroft and Church Road; and Suitable locations along existing or proposed avenue planting schemes, including Torksey Avenue. – Deferred.
3. Request that officers liaise with the Woodland Trust regarding site suitability, species selection and future maintenance requirements before any final planting locations are agreed. Deferred.
4. Receive a further report once site assessments and planting proposals have been completed Noted.
