P26/0091 1. Agree a chair for Planning and Development Committee

Having been proposed (Cllr J Willox) and seconded (Cllr I Willox), it was RESOLVED to:

Appoint Cllr Saunders as chair of Planning and Development committee.

 

P26/0092 2. Agree a vice-chair for Planning and Development Committee

Having been proposed (Cllr Saunders) and seconded (Cllr Wheately), it was RESOLVED to:

Appoint Cllr J Willox vice chair of Planning and Development committee.

 

P26/0093 3. Note apologies for absence

P26/0094 4. 15 Minute Public Participation Session with respect of business on the agenda only

 

Public Participation

A 15-minute public participation session was held with respect to items on the agenda only.

  • Cllr I Willox mentioned the overgrown bushes on the bridge A57 junction with Skellingthorpe road. Suggest that this be put on fix my street.

  • Cllr Saunders raised the problems raised by traffic being diverted through the village Lincoln show days. They are diverting A road traffic through a B road and requested we write to highways showing our concerns. Chair asked if this could be done.

  • Cllr Wheatley had received queries over the strimming on Mill Lane. Assistant Clerk will liaise with grounds manager and update Cllr Wheatley.

  • Cllr Saunders raised that there were areas of the burial ground that had been missed as well.  Assistant Clerk will liaise with grounds manager.

 

P26/095 5. Declarations of Interest and Dispensations

a. Dispensations: To consider any dispensation requests submitted to the Proper Officer before or at the start of the meeting.

P26/096 6. To approve the notes of the Planning and Development Committee meeting held on 20 May 2026

Having been proposed (Cllr I Willox) and seconded (Cllr Wheatley), it was RESOLVED to:

Approve the notes of the meeting held on 20 May 2026.

 

P26/097 7. Note the action Log and Monthly Coffee Morning Log

Monthly action log was noted.

The Events action log was noted.

 

Objective: Respond to planning consultations in-line with the NDP, to meet the needs of the community and addressing any transport impacts

 

Consider and agree consultee response to:

 

P26/098 8. 8. WL/2026/00484 Planning application for single storey front and side extensions. 36 Torksey Avenue, Saxilby, Lincoln, LN1 2HY.

Having been proposed (Cllr Saunders) and seconded (Cllr J Willox), it was RESOLVED to submit the following comments:

 The Parish Council objects to the application in its current form.

The Parish Council considers that the proposal conflicts with the following policies of the Saxilby Neighbourhood Development Plan 2025:

Policy 1 – Residential Development within the Developed Footprint of Saxilby

  • 1(b) Development should have regard to the character of the area and the layout, density and size of surrounding plots and dwellings.

  • 1(c) Development should safeguard the integrity of existing garden spaces and maintain an appropriate relationship between dwelling size and plot size.

The Parish Council considers that the scale and form of the proposed front extensions would have an adverse impact on the character of the area and the relationship between the dwelling and its plot.

Policy 3 – Design of New Development

  • Development proposals should be informed by the local context and demonstrate a design-led approach.

The Parish Council is not satisfied that the proposed design responds appropriately to the character of the surrounding area.

Design Code A2 – Design Response

  • Development should harmonise with or complement the existing character of the Parish, including scale, form, massing, set-back and materials.

The Parish Council considers that the front extensions do not adequately reflect these principles.

Design Code A3 – Design Principles

  • The building line should reflect the established street scene and relationship with neighbouring properties.

The Parish Council considers that the proposed front extensions would alter the established building line and street scene.

Design Code C2 – Assessing Alternative Energy Sources

  • Development should consider measures that reduce energy consumption and emissions.

The Parish Council would welcome further information regarding the sustainability measures incorporated within the proposal.

Should the proposal be amended to retain the two side extensions and remove the front extensions, the Parish Council would view the application more favourably.

P26/099 9. WL/2026/00489 Advertisement consent to display 1no. fascia sign. Unit 11a Allens Business Park, Skellingthorpe Road, Saxilby, Lincoln, LN1 2GH.

Having been proposed (Cllr Saunders) and seconded (Cllr I Willox) it was RESOLVED to submit the following comments.

 

The Council raises no objection to the proposal, subject to a condition that any illumination of the signage is limited to normal business operating hours only and is extinguished when the premises are closed. The Council notes the applicant’s statement that external lighting is intended to illuminate the sign during operating hours.

 

P26/100 10.   Update regarding request for site visit with West Lindsey District Council Tree Officer to consider additional trees in the parish for Tree Protection Orders (TPOs)

 Having been proposed (Cllr Saunders) and seconded (Cllr J Willox), it was RESOLVED to:

 

a. Notes the response received from West Lindsey District Council regarding the assessment of potential Tree Preservation Orders.

 

b. Considers whether any of the identified trees are subject to known or emerging risks, including proposed development, intended felling, significant pruning, land use changes, or other threats.

 

c. Where specific threats are identified, instructs the Clerk to provide further information to West Lindsey District Council and request that an amenity assessment be undertaken.

 

d. Agrees that the identified trees continue to be monitored and that any future concerns raised by councillors, residents, officers or planning applications are referred to West Lindsey District Council for consideration.

 

P26/101 11. Note a new Tree Preservation Order Saxilby No1 2026 for one ash tree at The Bridge Inn, Gainsborough Road, Saxilby

Noted.

P26/102 12. Consider grass cutting frequency on delegated Highways verge cutting

Having been proposed (Cllr Saunders) and seconded (Cllr Wheately), it was RESOLVED:

To approve a reduced mowing schedule (three times per year) for the four areas identified in the report.

 

P26/10313. To consider preventative access measures to the new burial ground car park and council policy on users of the car park and agree actions

 Having been proposed (Cllr J Willox) and seconded (Cllr I Willox), it was RESOLVED:

1.Agree New Burial Ground Car Park – Interim Management and Use Policy and display a summary in the car park.

Having been proposed (Cllr Saunders) and seconded (Cllr I Willox), it was RESOLVED: to take the proposal to Full Council for consideration from this year’s reserves.

 

2.The matter be brought back to Council for further consideration should additional concerns be reported or incidents escalate in future.

Deferred.

 

P26/10414 Quiet Lane update and agree any actions 

Having been proposed (Cllr Wheatley) and seconded (Cllr I Willox), it was RESOLVED:

To note the feedback received and to agree for the clerk to submit a summary of this feedback to Lincolnshire County Council and Sustrans to initiate discussions this year regarding a potential Quiet Lane trial, in line with NDP policies, Page 69 4. The creation of ‘quiet lanes’ within the parish will be strongly supported and Page 74 community project list.
