P25/041 3. Approve planning committee meeting notes as minutes for 19 February 2025
Having been proposed (Cllr J Willox) and seconded (Cllr Hughes) it was RESOLVED to:
Approve the planning and development committee meeting notes as minutes for 19 February 2025, correcting the chair of the meeting and committee vice-chair to Cllr ‘Saunders’.

P25/044 6. WL/2025/00159 Planning application for siting of shipping container for storage. Saxilby Recreation Ground, William Street, Saxilby, LN1 2LP.
• Saxilby with Ingleby Parish Council is the custodian trustee of Saxilby Recreation Ground Charity and manages the St Andrews Community Centre located on the field.
• It is requested that the container is painted dark green, except for being painted white on the northern end (in order to double as a cricket sight screen).
• It is noted the area is a designated local green space in the Central Lincolnshire Local Plan and Saxilby with Ingleby Neighbourhood Development Plan.
P25/045 7. WL/2025/00202 Planning application to erect 2no log cabin style storage sheds. 70-72 High Street, Saxilby, Lincoln, LN1 2HA.
• The development is in the vicinity of a grade II listed building. A heritage impact assessment is requested and the view of the Conservation Officer.
• There are a number of trees in the garden. An assessment of the Tree Officer is requested with NDP policy 11b applying to retain established trees.
P25/046 8. WL/2025/00255 Planning application for conversion and extension of outbuilding to annex. 125 Mill Lane, Saxilby, Lincoln, LN1 2HN.
• No comments.
P25/047 9. Lincolnshire consultations:
a. Central Lincolnshire Design Code
Having been proposed (Cllr J Willox) and seconded (Cllr Hillman) it was RESOLVED to: Request committee members share their comments by Thu 27 March 2025, for the clerk to collate and submit.
b. Draft public rights of way improvement plan
Having been proposed (Cllr I Willox) and seconded (Cllr J Willox) it was RESOLVED to:
Request committee members share their comments by Thu 27 March 2025, for the clerk to collate and bring back to April committee.
c. Proposed waiting restrictions, on High St and Bridge St/Bridge Place, and promote to residents
Related agenda item 18 was considered under here also.
1. Having been proposed (Cllr J Willox) and seconded (Cllr Hughes) it was RESOLVED to:
a. Request Highways do a site visit to assess the request for yellow lines outside the village hall on Sykes Lane.
b. Support Lincolnshire County Council’s High St restrictions proposals
2. Having been proposed (Cllr Hillman) and seconded (Cllr Hughes) it was RESOLVED to: Support the Bridge St/Bridge Place restrictions proposals and request assessment and consideration of extending no waiting at any time outside the public conveniences due to existing safety concerns regarding visibility for those coming from the recreation ground footpath and crossing Bridge Street to the footbridge, when cars are parked here.
Objective: Maintain and improve community facilities and amenities
P25/048 10. Agree next steps regarding Incredible Edible following letters being sent to landowners
Having been proposed (Cllr Hillman) and seconded (Cllr I Willox) it was RESOLVED for:
Two of the following cllrs to attend a meeting with landowners to find out more information depending on availability: Cllr Hillman, Cllr Hughes, and Cllr Barratt offered to attend if available, and Cllr Saunders (who it was expressed who may also be interested to attend).
P25/049 11 Receive feedback on the mosaic project list and agree actions (brought back from February)
Having been proposed (Cllr Hughes) and seconded (Cllr J Willox) it was resolved to:
Agree the paper recommendations to approve the project list and actions, including:
a. Accepting the offer from a local builder to build the plinth.
b. To use survey/legal fees budget to apply for planning permission.
P25/050 12. Agree to set up a Westcroft Green Project Task and Finish Group and for Terms of Reference to be drafted for approval

Set up a Westcroft Green Project Task and Finish Group and for Terms of Reference to be drafted for approval.
P25/051 13. Objective: Preserve and enhance heritage assets, environmental assets, and wildlife
Consider and agree actions relating to assets of community value in the parish.
Committee requested the item be brought back to the April committee meeting with more detailed information on assets of community value, on what it is, and the pros and cons.

P25/054 16. NDP Project Saxilby Waterfront
a. Review and approve the Conservation Area Leaflet
Having been proposed (Cllr Hughes) and seconded (Cllr I Willox) it was resolved to:
Approve the Draft Conservation Leaflet, to share it with the WLDC Conservation Officer for final sign off and then print for residents in the conservation area and add online.
b. Agree to consult on a proposed change of use for Saxilby Waterfront Facilities Shower Room to a heritage room
Having been proposed (Cllr J Willox) and seconded (Cllr Barratt) it was resolved to: Agree to consult on a proposed change of use for Saxilby Waterfront Facilities from a boater shower room to a heritage room
c. Agree wording for memory leaf sculpture plaque
Having been proposed (Cllr J Willox) and seconded (Cllr Hughes) it was resolved to: Approve the wording for memory leaf sculpture plaque, with one change from ‘leaf’ to ‘branch’ in the wording.
P25/055 17. Note an update from Anglian Water regarding Westbank and agree any actions
Having been proposed (Cllr Hillman) and seconded (Cllr I Willox) it was resolved to:
To support residents if there are any further on-going issues.
P25/056 18. Consider and agree actions regarding request for double yellow lines near the village hall
