P26/033 1. Apologies for Absence

P26/034 2. Public Participation
A 15-minute public participation session was held with respect to items on the agenda only.
One member of the public spoke about Waterfront and the disbanding of the working group on the 31.03.2026. The new information boards are being completed today. They also spoke about the proposed gas pipeline.
P26/035 3. Declarations of Interest and Dispensations

P26/036 4. Approval of Minutes
To approve the notes of the Planning and Development Committee meeting held on 18 February 2026 Having been proposed (Cllr Bridge) and seconded (Cllr J Willox), it was RESOLVED to:
Approve the notes of the meeting held on 18 February 2026.
P26/037 5. Action Log and Monthly Coffee Morning Log
The committee noted the meeting action log and the monthly coffee morning log.
P26/038 6. Request installation of bollards on Manor Road near Oaklands entrance https://w3w.co/wrong.mainly.nutty and on Highfield https://w3w.co/eclipses.duty.dude to protect grass verge from damage
Having been proposed (Cllr I Willox) and seconded (Cllr E Bowden), it was RESOLVED:
Write to residents and the bin company asking not to drive on the grass.
P26/039 7. Send letter to resident(s) to not park on grass verge on Highfield causing damage.
Having been proposed (Cllr I Willox) and seconded (Cllr E Bowden), it was RESOLVED: to write a letter to the residents and the school asking them not to park on the grass. And to put it on fix my street for a traffic warden to visit the area at school times.
P26/040 8. Update on ‘no mow’ scheme and agree actions
Having been proposed (Cllr Saunders) and seconded (Cllr E Bowden), it was RESOLVED:
That committee notes the report and resolves to:
1. Note the updated no mow maps and continue scheme embedding practices.
2. Inform residents by sharing comms on the scheme
3. Re-install signage on green spaces
4. Seek to extend the bio-diversity corridor by promoting to
a. Residents and
b. Local organisations including Sykes Lane Green Space owner
5. To look at our service level agreement re less mowing of verges on some of the less used roads.
P26/041 9. Re-consultation on planning application WL202400517 Ingleby Farm, Sturton Road, Ingleby, Lincoln, LN1 2PQ. Grid Ref: 489505 / 378196. Amended Environmental Statement and Design and Access Statement received 13/02/2026 - amendments to manure management and wash out water disposal
Having been proposed (Cllr I Willox) and seconded (Cllr J Willox), with Cllr Saunders voting against, it was RESOLVED to:
Agree in principle with the planning. Councillors have concerns that the Fire Brigade’s concerns re fire hydrant have not been mentioned and they are also concerned about the wash out and where the waste will go.
P26/042 10. WL/2026/00225 Planning application for proposed conversion of existing detached garage to form annex, 67-69 Walnut Cottage, High Street, Saxilby, Lincoln, LN1 2HA.
Having been proposed (Cllr Saunders) and seconded (Cllr Bridge), it was RESOLVED to:
support the application subject to conditions and further information, with the following comments:
The proposal is supported in principle as it accords with Policy 1 (Spatial Strategy) and Policy 4 (Design and Character) of the Saxilby with Ingleby NDP (2024), remaining within the existing footprint and reflecting design guidance.
Condition requested: The annex to remain ancillary to the main dwelling for family use only, and not be used as a separate dwelling, holiday let, second home, or sold independently.
Accessibility (Policy 3 – NDP 2024): Concerns are raised regarding the spiral staircase, which may not meet accessibility standards.
Sustainability: No reference is made to renewable energy measures (e.g. solar panels, water collection, heat pumps). Clarification is requested, noting Policy 9 (SwINDP, 2025) and potential heritage constraints.
Heritage: The site lies within Character Area E (2016) and involves a building of note (SwINDP, 2017 Pg 61). In line with Policy 5 and the 2024 Design Codes, a Heritage Impact Assessment and consultation with the Conservation Officer are recommended.
Biodiversity: Further information is requested regarding biodiversity and wider site impact.
Overall: Support subject to the above conditions and clarifications.
P26/043 11. WL/2026/00226 Planning application to remove agricultural barn. Moor Farm, Station Road, North Harby,
Lincoln, NG23 7EL.
Having been proposed (Cllr Saunders) and seconded (Cllr E Bowden), it was RESOLVED:
To pass no comments.
P26/044 12. Receive feedback from WLDC in the context of a landowner indicating they may submit a site on Sykes Lane for consideration through the Call for Sites and agree response (P&D Action Ref P26/010)
Having been proposed (Cllr Saunders) and seconded (Cllr Wheatley), it was RESOLVED:
That the Council cannot support the site for housing as it is not in line with the 2025 NDP which is currently under review.
F26/045 13. Contact Highways to request Sykes Lane is gritted due to two doctors’ surgeries being situated on the road
Having been proposed (Cllr Saunders) and seconded (Cllr E Bowden), it was RESOLVED:
Contact highways and ask for Sykes Lane to be gritted in the winter months.
F26/046 14 NDP Review
20:16 Chair allowed a member of the public to speak.
Having been proposed (Cllr Bridge) and seconded (Cllr J Willox), it was RESOLVED to:
Receive the update and to recommend to Full Council that the Independent Examiner’s Final Report be accepted, enabling the reviewed Saxilby with Ingleby Neighbourhood Development Plan (2025–2040), incorporating the recommended minor modifications, to proceed to referendum.
P26/047 15. NDP Project 3.1 – Saxilby and District Multi-Use Games Area
Having been proposed (Cllr J Willox) and seconded (Cllr Bowden), it was RESOLVED:
1. Note the update
2. Add drafting the business plan with projected running costs and charging model to action log
Chair commented it was nice to see the work had started.
P26/048 16. NDP Projects 3.3 & 3.4 – Westcroft Green Space Working Group
Noted.
P26/04917. NDP Project 4.0 – Saxilby Waterfront Working Group
Having been proposed (Cllr Bridge) and seconded (Cllr J Willox), it was RESOLVED to:
To note:
1. The completion of the information board graphics
2. The dissolution of the Saxilby Waterfront Working Group on 31 March 2026
3. The formation of an independent community group Saxilby Waterfront Group
Cllr J Willox expressed his thanks to the working group for all their hard work and commitment during the last 8 years and for significantly improving the area and wished them well in the future. The Chair also thanked the working group on behalf of the planning and development committee.

Christmas Light Switch-on - Note the updated evening time for the 2025 de-brief meeting, open to all parties who took part. Now at 7:15pm on Tuesday 24th March.
Request that a 2026 Christmas Event meeting is arranged following on from the debrief – with the Council in a supporting role.
