Having been proposed (Cllr Wheatley) and seconded (Cllr Bridge), it was RESOLVED: That Cllr Shepherd chair the current meeting, and that the election of a chair for this municipal year be deferred to the next meeting.

P26/067 4 Note apologies for absence

P26/067 5 15 Minute Public Participation Session with respect of business on the agenda only

A member of the public spoke about the recent update from Lincolnshire County Council regarding planned improvements on Church Lane, scheduled for 2028/29. The resident asked for the parish council to liaise with Lincolnshire County Council to confirm whether this would include improvements to the footpath. The resident also expressed their view that a 2-3 year wait for improvements is unacceptable.
A member of the public spoke regarding agenda item 26, and expressed their concerns over the speed of traffic on Field Avenue. Concerns about this part of the village have been raised since 2020 with no measures having been put in place.
A member of the public spoke regarding agenda item 21. Two complaints were received by members of the NDP Steering Group regarding the absence of representatives from the steering group at the monthly market at the village hall. Members of the steering group attempted to attend but were ‘not allowed.’ Another resident reported that the village hall was ‘shut up’ at 5pm on the day of the referendum, so they were unable to vote. The member of the public felt that the signage at the polling station was inadequate, which led the resident to believe that voting had concluded. The member of the public requested that this feedback is raised with West Lindsey District Council. The member of the public advised that the referendum was successful with 17.95% turnout. They also expressed that members of the steering group would like to attend the West Lindsey District Council Full Council meeting to deliver a presentation about the NDP before it is formally adopted at the meeting.

To approve the notes of the meeting held on 15 April 2026 as minutes.

P26/073 11 WL/2026/00388: Outline planning application to erect 1no. single storey bungalow and 1no. dormer bungalow with access, layout and scale to be considered and not reserved for subsequent applications. Land to Rear of 17 Lincoln Road, Saxilby, Lincoln, LN1 2NF
Cllr I. Willox declared a personal interest.

Not to support the application without further information, with the following additional comments:
Policy 1 (NDP 2025)
Proposals should align with policy requirements for residential development within the developed footprint of Saxilby

Policy 3 (NDP 2025)
Proposals should be design-led and address the relevant principles in the Saxilby with Ingleby Design Code, specifically:

  • Design Guide H relating to backland development, noting that ‘the community is keen to prevent inappropriate development that negatively impacts on the village’s character’
  • Design Guide D3 relating to wildlife protection, in particular with regard to hedgehog holes in boundary fences
  • Guidance given for Character Area 6 (Saxilby Approach)


Policy 17.2 (NDP 2025)
Proposals should minimise their impact on road capacity and road safety, and include mitigation measures where necessary

Demonstration of adequate parking spaces per dwelling, in line with LCC Highways’ comments

P26/074 12 WL/2026/00389. Planning application to remove existing residential home & erection of 1no. dwelling including upgrading of existing access and associated works being variation of conditions 4, 5, 11 & 13 of planning permission WL/2024/00706 granted 20 December 2024 - changes to layout and driveway. The Old Rectory Residential Home, Sturton Road, Saxilby, Lincoln, LN1 2PG

No further comments to make but wish to reiterate comments below, which were made on the original application response (P23/041):

If permission is granted, then the council supports the Tree and Landscape Officer ‘s comments regarding the protection of the trees with TP0s throughout the construction of the new dwellings and in the future. To ensure survival, each tree needs to be individually assessed by an arboriculturist. Existing hedging to be retained enhancing biodiversity. (NDP Policy 11: Minimising the impact of development on the natural environment)

The council also supports the Highways comments with access to the site from Broxholme Lane and the improved footpath from Sturton Road. The council requests that the gate is retained on Sturton Road. (NDP Policy 16: Existing and new non-vehicular routes. NDP Policy 17: Traffic and movement around the village)

 

P26/075 13 WL/2026/00441 Planning application for extension to workshops. Unit 9, Saxilby Enterprise Park, Skellingthorpe Road, Saxilby, Lincoln, LN1 2LR.

Having been proposed (Cllr Shepherd) and seconded (Cllr I. Willox), it was RESOLVED:
To support the application with the following comments:

The parish council support the application and welcome additional development on Saxilby Enterprise Park, which is in line with NDP Policy 7. The parish council would like to request consideration of provision for, or contribution towards, walking and cycling routes between the development and the village, in line with NDP Policy 7.3.

 

P26/076 14 LCC PL/0033/26 Retrospective application for change of waste storage material, previously approved under planning permission 145512. Lindum Waste Recovery, Saxilby Enterprise Park, Skellingthorpe Road, Saxilby.

No comments.

 

P26/077 15 Central Lincolnshire Local Plan Validation List Consultation (closing date 07 June 2026)

P26/078 16 Note the Community Infrastructure Payment Report for 2025/26

Having been proposed (Cllr Wheatley) and seconded (Cllr Bridge), it was RESOLVED: To note and approve the report.

 

P26/079 17 Note Community Infrastructure Payment (Ref WL/2025/00576, April 2026) and make recommendations to full council for CiL allocation for Ref145919 and Ref WL/2025/00576

Having been proposed (Cllr Shepherd) and seconded (Cllr Bridge), it was RESOLVED: To recommend to Full Council that CIL funds are allocated firstly to the full cost of a speed indicator device (SID) to be placed on Mill Lane (approx. £3,200), and that and remaining CIL funds are allocated to the Westcroft Green Space project.

 

P26/080 18 Agree the installation of new waste bin, following an offer from a resident to sponsor a bin

Having been proposed (Cllr Wheatley) and seconded (Cllr Bridge), it was RESOLVED: To approve the installation of a new litter bin by the footpath between Mill Lane and the Saxilby Public Recreation Ground, near the rear of the school, if funded by the resident.

 

P26/081 19 Agree actions in response to a resident’s concern regarding cyclists riding on the pavement along the A57

Having been proposed (Cllr Bridge) and seconded (Cllr Wheatley), it was RESOLVED: To write to Lincolnshire County Council Highways department requesting improved and enlarged signage directing cyclists to the multi-user path on the A57 and Mill Lane, together with renewal of road markings and vegetation maintenance to improve visibility and encourage use of the designated route.

 

P26/082 20 Agree to contact Cllr Brockway to request double yellow line painting on Torksey Avenue/High St Junction

Having been proposed (Cllr Bridge) and seconded (Cllr I. Willox), it was RESOLVED:
a) To liaise with Cllr Brockway and submit a request to Lincolnshire County Council Highways department to consider extending the double yellow lines on Torksey Avenue at the junction with High Street.
b) To request that Lincolnshire County Council Highways department also consider the potential displacement of parking into Blankney Close and further along Torksey Avenue as part of any assessment.

 

P26/083 21 NDP Review including concluding and dissolving the Steering Group following the referendum

Having been proposed (Cllr Bridge) and seconded (Cllr Wheatley), it was RESOLVED:
a) To record the committees thanks to those who sat on the NDP Steering Group, the Planning Consultant, and the WLDC Senior Neighbourhood Planning Policy Officer for their involvement in successful delivery of the reviewed NDP, and for the clerk to pass on these thanks.
b) To bring back to committee a review of the end of project expenditure and dispose of any remaining funds in accordance with any conditions imposed by the grant funders, and in the best interests of the parish in-line with the terms of reference.
c) To dissolve the NDP Steering Group on 30 June 2026 following the West Lindsey District Council Full Council meeting to ‘make’ the Plan.

For the chair of the council to liaise with the NDP Steering Group to agree arrangements for the five-minute presentation and representation at the West Lindsey District Council Full Council meeting.

 

P26/084 22 NDP Project 3.1 Saxilby and District Multi-Use Games Area

Update noted.

 

P26/085 23 NDP Project 3.3 & 3.4 Westcroft Green Space Working Group including applying for grant funding

Having been proposed (Cllr Bridge) and seconded (Cllr I. Willox), it was RESOLVED:
a) To approve the zoned approach as recommended by the consultant and Working Group as a mechanism to best deliver the varying aspirations from the public consultation
b) For comms to share the overall top level plan with residents
c) To approve the relaxation zone visual, including sensory planting, planting of six small/medium sized native trees, and bulb planting under trees/hedgerows
d) To share updated relaxation zone visuals with residents as part of a wider update – “work has begun” post to keep residents informed of progress and that other work will be happening
e) To approve a budget of £1,580 for the relaxation zone, including seating, planting, and bulbs
f) To approve the installation of the Marmax recycled plastic bench (local supplier) and base.
g) To agree to apply for funding for the Active Zones from One Earth (£1,000) and East Midlands Railway Fund (£4,000) delegating authority to the clerk in conjunction with the working group to submit the applications.
h) To recommend that Full Council agree in principle to apply for a minimum of £15,000 funding for the Active Zones from the forthcoming WLDC fund, delegating authority to the clerk in conjunction with the working group to submit the application.

 

P26/086 24 Events Group

Having been proposed (Cllr I. Willox) and seconded (Cllr Wheatley), it was RESOLVED:
a) To purchase perennials for the burial ground up to the value of £75
b) To merge the planned picnic event with the MUGA opening ceremony, with a date to be confirmed by the MUGA working group, and to request that the community centre toilets be available for use during the event
c) To hold a community defibrillator training session in St Andrews Community Centre, and to promote this as a free event to the public
d) To request that a map of Yard Sale participants be shared in the Events Group shared drive for monitoring

 

P26/087 25 Family Fun Day

Having been proposed (Cllr Wheatley) and seconded (Cllr Bridge), it was RESOLVED:
a) To note the update on the progress of planning and preparations for Saxilby Family Fun Day 2026
b) To agree for the Events Working Group to coordinate arrangements for the parish council stall and event hub, supported by the Administration Officer for operational and documentation requirements
c) To encourage councillors to support the ongoing development and promotion of the event through:
   i. Promotion of the event to potential stallholders, suppliers, activity providers, entertainers and sponsors
   ii. Supporting operational activities leading up to and during the event
   iii. Providing suggestions/contacts for live music
d) To note that further updates, including financial updates where appropriate, will be presented to committee as planning progresses
e) For regular updates to be provided to the Events Working Group

P26/090 28 Agree actions in relation to Family Fun Day Sponsorship
