P26/145 1. Note apologies for absence

P26/146 2. 15 Minute Public Participation Session with respect of business on the agenda only

Public Participation

A 15-minute public participation session was held with respect to items on the agenda only.

A member of the public spoke re item 14 in view of the waterfront group having a huge involvement in the raising of the funds through fund raising and grant applications they would like to make recommendations on what the money will be spent on.  They are due to have a meeting shortly and would like to come back next months with their recommendations.

P26/150 6. WL/2026/00693 Proposal: Request for confirmation of compliance with requirement 20 (Skills, Supply Chain and Employment Plan) of the West Burton Solar Project Order 2025 (SI 116/2025). Location: West Burton Solar Project.

Strongly recommend they use local contractors and firms when they are able to.

P26/153 9. WL/2026/00745 Proposal: Planning application for front extension and alterations to existing conservatory. Location: 38 Highfield Road, Saxilby, Lincoln, LN1 2QJ.

Saxilby Parish Council Response

 

Having been proposed by Cllr J. Willox and seconded by Cllr I. Willox, it was RESOLVED to submit the following comments. 

 

Building Line

The proposed front extension would project forward of the established building line within the street scene.

The Parish Council has previously raised objections to similar developments where extensions have extended beyond the prevailing building line and therefore considers consistency in decision-making to be important.

 

Impact on Front Garden and Design Code Compliance

The proposal would reduce the extent of the front garden and may conflict with the design principles set out within the relevant Design Code, particularly those relating to the retention of landscaped frontages and the character of the street scene (Design Principles, Page 76, A3 Design Principles).

 

Impact on Character and Appearance

The Parish Council considers that the scale and positioning of the extension may not be in keeping with the character and appearance of the surrounding area.

The proposal has the potential to create a form of development that is out of character with neighbouring properties and could adversely affect the visual cohesion of the street.

 

Retrospective Elements

 

Members noted that works to the rear appear to have already commenced and therefore part of the application may be retrospective in nature. This does not alter the Parish Council's concerns regarding the design and impact of the proposed development.

 

Conclusion

For the reasons set out above, Saxilby Parish Council recommends that the Local Planning Authority carefully considers the proposal against adopted design policies and guidance and refuses permission unless it can be demonstrated that the development will preserve the character of the area and comply with the relevant design principles.

 

P26/154 10.  WL/2026/00780 Proposal: Application for approval of reserved matters for 1 no. dwelling (Plot 2, No. 67) considering access, appearance, landscaping, layout and scale following outline permission 142505 granted 13 April 2021 being variation of conditions 1, 2, & 4 of planning permission WL/2024/00041 granted 8 August 2024 - amended design. Location: (Plot 2, No. 67) 65, 67, & 69 Church Lane, Saxilby, Lincoln, LN1 2PE.

Agree Concern is noted and will listen to any other residents from West Bank if they come forward.

 

P26/158 14. Update on Saxilby Waterfront maintenance and agree actions.

The Chair would lie to Acknowledge all the work that has already been done and continues to do. It is looking really good, including the new streetlights.

1. Agree maintenance division/tasks between SPC and Saxilby Waterfront Group as laid out in maintenance section (see in blue).

2. Clerk to send an agreement for use letter to the Waterfront Group to confirm they may use the Saxilby Waterfront Store for the storage of tools and equipment.

3. Liaise with the Saxilby Waterfront Group to discuss ideas for remaining funds to be spent on and bring back to P&D committee for agreement.

 

P26/159 15. Update on mosaic project and agree next steps.

i. Note the progress made on the community mosaic plinth project; - Noted

ii. Note that a replacement builder has now come forward following the withdrawal of the original builder; - Noted

iii. Support the use of standard blue engineering bricks as an alternative to the bullnose engineering bricks, where required;

iv. Authorise the Clerk to progress the works, including purchasing any remaining items such as engineering bricks, sand, and cement if required and not able to be secured FOC

v. Authorise the clerk to liaise with the mosaic artist to resolve any issues should any damage be identified during preparation.

 

P26/160 16. NDP Project 3.1 Saxilby and District Multi-Use Games Area

2. Invite councillors to support the project by attending the official opening and helping where required.

P26/165 21 Update from developer meeting and agree to continue engagement with them

 

Having been proposed (Shepherd) and seconded (I Willox), it was RESOLVED to:

1. Maintains an ongoing dialogue with Trueloves regarding the potential development of the land to the west of Sykes Lane and requests that Trueloves provides details of any revised proposals and, in particular, demonstrates how the scheme has been amended to respond to the policies and objectives of the Neighbourhood Development Plan as part of the dialogue.
