Wednesday 15 March 2023 at 7.15pm at St Andrews Community Centre, Saxilby.

 Cllr Hewes said it was nice to have feedback from the monthly markets.

Planning Committee Meeting

 

P23/037 Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.

Cllrs Cotton, Crump, Harper and Mann gave their apologies, and these were accepted.

 

P23/038 Receive declarations of interest (Localism Act 2011)

None.

 

P23/039 Approve the notes of the 15 February 2023 planning committee meeting and the chair to sign them as the agreed minutes.

Cllr J Willox proposed the minutes. It was resolved. 

 

P23/040 Meeting action log  

The action log was noted. Clerk was asked to set up a meeting with Taylor Wimpey.

 

Review and comment on the following West Lindsey District Council planning consultation(s):

 

P23/041 Ref 145741 Planning application for removal of existing buildings and erection of 4no. dwellings. The Old Rectory Residential Home Sturton Road, Saxilby, LN1 2PG.

 

The Planning committee comments:

The Parish Council’s previous comments stand. We would prefer that the original building is restored and converted into apartments. 

The Old Rectory is on the Historic Environment Register (record ML1126150). It was built in 1842 and is a building of note in the Saxilby with Ingleby Neighbourhood Plan (2017). Any developments will only be supported where they preserve or enhance the character or appearance of the parish. (NDP Policy 5: Protecting the Historic environment)

If permission is granted, then the council supports the Tree and Landscape Officer ‘s comments regarding the protection of the trees with TP0s throughout the construction of the new dwellings and in the future. To ensure survival, each tree needs to be individually assessed by an arboriculturist. 

Existing hedging to be retained enhancing biodiversity. (NDP Policy 11: Minimising the impact of development on the natural environment)

The council also supports the Highways comments with access to the site from Broxholme Lane and the improved footpath from Sturton Road.

The council requests that the gate is retained on Sturton Road. (NDP Policy 16: Existing and new non-vehicular routes. NDP Policy 17: Traffic and movement around the village)

 

P23/ 042 Ref 146304 Planning application for single storey side extension. 14 Highfield Road, Saxilby, LN1 2QP. 

Councillor’s comments: 

Must deliver good quality design. Use materials appropriate to the development’s context.

Retain front garden to provide the main source of greenery to the streetscape. Greenery raises the quality of the environment and adds to the character of the area. (NDP Policy 2: Design of new development) (NDP Character assessment paragraph no: Character Area F 6.18 Front gardens)

 

P23/043 Ref 146291 Request for confirmation of compliance with conditions 3 (drainage) and 4 

(materials) of planning permission 143881 granted 17 January 2022. Land to south of, 86, High Street, Saxilby, Lincoln, LN1 2HG.

No comments. 

 

Note and agree actions:

 

P23/044 Approve the draft solar farm position statement and submit to the planning appeal.  

Cllr J Willox proposed that the statement would be submitted to the planning inspectorate. It was resolved. 

.

P23/045 WLDC Revocation of Tree Preservation Order – TPO Saxilby No3 2004 (three individual trees and a group of three trees off Lincoln Road.

Noted. 

 

P23/046 Waterfront working group.

The new tree seat is now in place on Bridge Street.  Funded by a local resident.

 

P23/047 Waterfront festival and agree actions. 

The footbridge may not be back in place for the festival in July.  Cllr Hillman proposed that the festival date was postponed to Sunday 24 September, and it was resolved.

 

P23/048 NDP review working group including agreeing councillor steering group membership. 

Cllr Hillman proposed that Cllr Crum and Cllr Meanwell would be members of the steering group membership. It was resolved.

 

P23/049 Refurbishment of footbridge, ramp, and steps 

Noted.

 

P23/050 Monthly market councillor surgery and agree actions. 

Noted with actions.

P23051 LCC cycle path connection between Lincoln and Saxilby (NDP project 1.4)  still no progress. 

 

P23/052 CLOSED SESSION – Committee resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

Cllr J Willox proposed the committee go into closed session. This was resolved.

 

P23/053 Update on Northfield Rise land and agree actions.

Action log was updated.
