P23/177 Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.

Apologies were received from Cllr Crump. 

 

P23/178 Receive declarations of interest (Localism Act 2011)

• Cllr I Willox and J Willox declared a non-pecuniary interest in items Ref P23/180, Ref P23/181, and Ref P23/182

• The Assistant Clerk declared a non-pecuniary interest in item Ref P23/182

• Cllr Meanwell declared a non-pecuniary interest in items Ref P23/182 and Ref P23/187

• Cllr Waller declared a pecuniary item Ref P23/183

 

P23/179 15 Minute Public Participation Session with respect of business on the agenda only. To note a question, representation, or statement from member(s) of public 

Two members of the public were present. They did not wish to speak.  

Cllr Hillman thanked the council staff and councillors for all their hard work during the recent floods. She noted that the residents on West Bank had had a difficult time.

Cllr Waller updated the meeting with a speed watch update and their work with the police.

 

Agree consultee response on the following planning applications:

 

P23/180 146729 Planning application to reinstate and raise the ground back to the original levels. 33 West Bank, Saxilby, Lincoln, LN1 2LU (reconsult)

Cllrs would like the previous comments to remain and to add they would like to repeat their concerns as to flooding, particularly with the recent flooding in the area.

There is great concern regarding the state of the road and the bank and any further deterioration that may be caused.

There is concern about any further flooding if the land is filled.  

 

P23/181 147552 Application for hedgerow removal notice to remove 21m of hedgerow. Land at Lincoln Road, Saxilby, Lincoln, LN1 2NF.

The council support this application as it is in-line with NDP project 1.4 Although the hedge will need to be removed, they ask that it can be offset by planting elsewhere in the area.

 

P23/182 147559 Planning application for proposed cricket net enclosure installation, Saxilby Recreation Ground, William Street, Saxilby, Lincoln, LN1 2LP 

The council supports this application as it fits with the parish council’s objective to improve the health and wellbeing of residents. They would like to acknowledge the use of vermin screen as we are a working towards being a hedgehog friendly parish.

 

P23/183 PL/0046/23 8 (LCC) To construct a single storey extension with roof mounted photo voltaic array, removal of an existing shed and extension to school car park to create eight additional spaces and demolition of an existing mobile classroom unit. Saxilby C of E Primary School, Highfield Road, Saxilby (further information submitted) 

The council supports the development in principle. They believe the travel plan is incorrect regarding parking on the recreation ground (St Andrews Community Centre Car Park).  Are they referring to Mill Lane sports field? The council would like to support more walking/cycling to school initiatives.

P23/184 Saxilby with Ingleby Neighbourhood Development Plan (NDP) Review Steering Group 

Update noted.

 

P23/185 Approve the draft NDP Review Working Group Terms of Reference.

The draft NDP Review Working Group Terms of Reference were proposed by Cllr Waller, seconded Cllr I Willox and resolved.

 

P23/186 NDP project 1.4 LCC cycle path connection between Lincoln and Saxilby

Noted.

 

P23/187 NDP project 3.1Saxilby and District Multi-Use Games Area (MUGA) 

Noted.

 

P23/188 NDP project 4.0 Saxilby Waterfront Working Group including:

a. Feedback from site meeting of the footbridge refurbishment (verbal update) 

Noted.

 

b. Recommend to full council a flower bed on the Queensway/A57 entrance.

Cllr Meanwell proposed it is put on the action log to monitor progress. Cllr J Willox seconded this and it was resolved.

 

P23/189 Feedback on Local hearing for West Burton Solar Farm Application (Verbal update) Cllr Hillman proposed we request a site visit. This was seconded by I Willox and resolved.

 

P23/190 Note the meeting action log.

P23/191   Approve notes of the planning committee meeting held on 11 October 2023 as minutes.

Cllr J Willox proposed the notes as minutes, Cllr Hillman seconded, and it was resolved.
