No comments.

P23/163 147151 Outline planning application to erect 1no. self-build dwelling including removal of existing garage with all matters reserved. Land at 2 William Street Saxilby LN1 2LP (amended plans - amended red line)
There is no vehicular access to the existing build. This will exacerbate parking problems on William Street –NDP policy 17 traffic and movement.
The proposed development is not of not of appropriate scale and density - NDP Policy 2 (1c).
Based on the current plans it is queries how will they access the front door - NDP Policy 2 (1a).
Site notice has not been put up to date.
There is not enough turning space NDP policy 2 (1g).
Existing hedging and trees should be retained including on boundaries (NDP Character Assessment – boundary treatment). There should be hedgehog highways on boundaries.
There is a power line pole that may be affected.

P23/164 147301 Application for approval of reserved matters for 1 no. dwelling (Plot 2, No. 67) considering access, appearance, landscaping, layout and scale following outline permission 142505 granted 13 April 2021. (Plot 2, No. 67) 65, 67 & 69 Church Lane Saxilby LN1 2PE. Reserved Matters Application
Request boundary treatments have hedgehog access. 

The development should be fit for the future - the council recognises the impact of climate change and importance of biodiversity, and requests that this proposal should be fit for the future e.g. net zero, highly energy efficient, super insulated, water collection and harvesting, ground source heat pumps, solar panels, and electric car charging points

There should be adequate car parking for size of the development NDP Policy 17. 

P23/165 147348 Application for a lawful development certificate to use the annexe of the bungalow separately, to let as 1no. single dwelling (in breach of condition 2 of planning permission W85/231/89). The Bungalow, Sturton Road, Ingleby, LN1 2PQ. Cert. Lawful Develop.
The council is opposed to the removal of condition two of planning permission W85/231/89 granted 29 March 1989. The condition was originally put in place for family reasons and carefully thought out for the development by the planning authority. The condition should still stand, and the annex remain subservient to the main development.

P23/166 147377 Planning application for removal of conifer hedge and replace with 1.75m high closeboard fence - resubmission of 146730. 9 Millfield Avenue Saxilby LN1 2QN. Householder Application
Previous comments stand from the earlier application - Work has already been started with the removal of 22 metre hedge in nesting season. Front gardens are the main source of greenery to the street scene. Such greenery raises the quality of the environment. Loss of front gardens with harsh boundary treatments can result in weakening the character of the area and can be particularly detrimental visually. The council strongly opposes boarding fence as per Character Assessment. A preferred option is to replace with a hedge as per NDP Policy 11. 

The council strongly objects to the replacement of a hedge with a fence. It tends to be low hedges and picket fences and open front gardens in the surrounding street scene and is not in keeping with local area Character Assessment Character Area F. (para 5.86-5.87). It is not in-line with NDP Policy 11c. It doesn’t support being a hedgehog friendly parish.

P23/167 147380 Planning application for proposed fencing enclosure to existing Multi Use Games Area including the siting of a storage container. St Andrews Community Centre William Street Saxilby LN1 2LP. Full Planning Application
All councillors declared a non-pecuniary interest due to the council being the applicant. It was agreed to grant a dispensation in-line with Standing Orders.

The council is the applicant. The application supports the development of facilities in the area. It is in-line with NDP vision, objectives, NDP project 3.1 and NDP policy 9.1a.

P23/168 To note an invitation to attend to the resumed Preliminary Meeting and other Hearings from the planning inspectorate for the West Burton Solar Project and agree any attendees

P23/172 NDP project 4.0 Saxilby Waterfront Working Group including:

Saxilby Waterfront Festival 
It was agreed to send a letter from planning committee to thank the volunteers for their work.

Recommend to full council a flower bed on the Queensway/A57 entrance
Bring back to planning as file corrupted. Permission for highways planting would be required.

Cllrs to visit footbridge in workshop
Cllrs Hillman, J Willox and I Willox expressed an interest. Clerk will advise these cllrs of the date when received from WLDC/contractor

Agreeing councillors/working group members to attend future meeting(s)
Cllr Waller proposed Cllr Hillman, Cllr Brockway, Cllr Waller and an NDP Steering group Member attend the update meetings on the matters raised seeking to be resolved. This was seconded by Cllr J Willox and resolved.

P23/173 Hedgehog friendly parish 
Cllr J Willox proposed, Cllr Hillman seconded, and it was resolved to note the progress with this project, agree to next steps, and for the clerk to update the action log.
