Planning Committee Meeting Minutes

Wednesday 20 September 2023 at 7.45pm at St Andrews Community Centre, Saxilby.

P23/133 Receive apologies and accept valid reasons for absence, these having been submitted to the clerk prior to the meeting.
Apologies were received from Cllr Spurr and I Willox
Cllr Crump proposed, and Cllr Meanwell seconded accepting the apologies. They were accepted. 

P23/134 Receive declarations of interest (Localism Act 2011)

P23/135 Provide requested feedback to Saxilby Cricket Club on a pre-planning application submission for cricket nets at the recreation ground 
The committee welcomed the sports project. Feedback was given for the club to consider: 
•    The parish is seeking to become hedgehog friendly, therefore it is suggested the bottom of the nets are animal friendly
•    It was queried whether the location was the best place with being next to the path to school – safety and vandalism 
•    It was queried if the nets can be closed to prevent dogs going in


Agree consultee response on the following planning applications:

P23/136 147060 Outline planning application to West Lindsey District Council to vary condition 23 (security fence adjacent to Network Rail land) of outline permission 145637 granted 7 November 2022 being variation of condition 11 of planning permission 146362 granted 19 April 2023 - amended drainage plan & kerbs & surfacing layout. Land At Skellingthorpe Road, Saxilby, Lincoln, LN1 2LR.

P23/137 PL/0046/23 Lincolnshire County Council planning application to construct a single storey extension with roof mounted photo voltaic (PV) array, removal of an existing shed, and extension to school car park to create eight additional spaces and demolition of an existing mobile classroom unit. Saxilby C of E primary school, Highfield Road, Saxilby (view at https://lincolnshire.planning-register.co.uk/) – Note application. Comments now closed. 
Pecuniary interest – Cllr Waller left the room 19.48pm

This supports NDP project 2.12 to replace mobile buildings at school.

Cllr Waller returned the room 19.52.


P23/138 147065 Request for confirmation of condition 9 (footway) of planning permission 146362 granted 19 April 2023 (condition discharge).
Noted application. Comments now closed. 

P23/139 147094 Application for prior notification to erect agricultural storage building 
Noted application. Comments now closed. 

P23/140 147151 Outline planning application to erect 1 no. self-build dwelling including removal of existing garage with all matters reserved. Land at, 2, William Street, Saxilby, Lincoln

There is no vehicular access to the existing build. This will exacerbate parking problems on William Street –NDP policy 17 traffic and movement. 
The proposed development is not of not of appropriate scale and density - NDP Policy 2 (1c).
Based on the current plans it is queries how will they access the front door? - NDP Policy 2 (1a).
Site notice has not been put up to date.
There is not enough turning space NDP policy 2 (1g).
Existing hedging and trees should be retained including on boundaries (NDP Character Assessment – boundary treatment). There should be hedgehog highways on boundaries.
There is a power line pole that may be affected.

P23/141 147130 Planning application to remove existing conservatory and erect single storey extension to front, side and rear, with new external finishes. 25, Torksey Avenue, Saxilby
The proposal does not respect the pattern of existing development – NDP Policy 2 (1a).
It does not meet NDP Policy 2 (1c).
NDP Character Assessment (character area E) – doesn’t fit in with character of the area, green open spacious character.
Too close to No.45 and 47 Sykes Lane and 23 Torksey Av.
Would need to meet NDP Policy 2 (1i) regarding flood mitigation.

P23/142 147071 Planning application for removal of existing outbuildings, new single storey extension, new pitched roof over existing extension along with new boundary treatment. The Courtyard Sturton Road, Ingleby 
No comments.

P23/143 145142 Reconsult. Outline planning application for the erection of up to 12no. single storey bungalows with all matters reserved. Land at 75 Church Lane, Saxilby, LN1 2PE
It is noted it is a brownfield site and in the Local Plan.
The council notes S106 money is applicable in order to contribute to the community facilities and the council strongly requests further discussion with the developer. 
No community engagement has taken place to date despite repeated requests to arrange a meeting with developers. 
Affordable housing should be included within the scheme.
The sewerage system is overloaded with flooding occurring.
There are issues with parking/turning point.
Committee strongly opposes having a gated access community, as this is opposed to community engagement and integration.
Planning gain is needed to fund proper tarmac passing places on Church Lane from Sykes Lane and a pedestrian crossing to safely connect and access local amenities on Church Road (near the Church Lane crossing).
A construction method statement will be required.
St Botolophs Gate has been noted as a good design in local area and it is encouraged the scheme reflects this local vernacular.

 
P23/144 147092 Application for approval of reserved matters for the erection of offices, workshop and storage unit along with external storage and parking considering appearance, landscaping, layout and scale, following outline planning permission 146362 granted 19 April 2023. Land at Skellingthorpe Road, Saxilby, LN1 2LR     
The council supports the development – support business development in-line with NDP policy 7 and the development is allocated in the NDP, subject to meeting requirements laid out in the policy including:
Boundary treatments - support the use of hedging and trees and not removing any. 

Walking/cycling provision must be met, connecting to Saxilby to continue the footpath including under the A57 – to meet NDP policy 7(4). Sections remain missing.
 
The speed of traffic needs reducing to 50mph due to HGVs turning. The junction to the A57 may now be at capacity – NDP Policy 16 and 17.


P23/145 To recommend to full council to apply for a WLDC large village retail grant and suggest which project(s) to apply for
RESOLVED. Cllr J Willox proposed and Cllr Crump seconded to recommend to full council to apply for a retail grant from WLDC, The proposal was to make improvements to the northern and southern gateway of the main retail area – with a new bench and bin on Church Lane, with landscaping improvements around it (outside Barnards garage), and to install artwork on the southern gateway on the bridge steps wall on Bridge Street in-line with the Masterplan, with intergenerational workshops. A revenue grant application to support an events programme was also agreed. This was resolved. 

It was also agreed to speak to the Lincolnshire Co-op with regards to installing another bench near the Pharmacy for when people are waiting for their prescriptions.

Another proposal of installing bollards outside One Stop to deter illegal parking was supported and requested to add to the action log, with a view to progressing through other funding streams. 


To note updates and agree any actions required: 

P23/146 Saxilby with Ingleby Neighbourhood Development Plan Review Group including recommending to full council to apply for external funding to continue the process 
RESOLVED. Cllr J Willox proposed and Cllr Meanwell seconded to retrospectively support applying for funding to continue process NDP review. This was resolved.

P23/147 Saxilby and District Multi-Use Games Area (MUGA, NDP project 3.1) including noting the draft fencing plans for submission for planning permission (as per Full Council 049/23/1)
RESOLVED. It was proposed Cllr J Willox, seconded by Cllr Waller, and resolved to note the planning application submission.
Meanwell declared interest and did not take part in the discussion or vote.

P23/148 Saxilby Waterfront Working Group (NDP project 4.0) including Saxilby Waterfront Festival 
Noted.

P23/149 LCC cycle path connection between Lincoln and Saxilby (NDP project 1.4)
Cllr J Willox declared a personal interest. 
The landowners have now signed the legal agreement to cross the land, so the project should be able to progress now.

P23/150 Note update from Ingleby View, Lovell Homes site meeting
Noted.
It was agreed to arrange another snagging meeting.

P23/154 Noise from site being raised as an issue by residents 
It was agreed to raise with Anglian Water and circulate to those who attended the Anglian Water meeting. 

P23/155 Approve the draft Neighbourhood Development Plan Review Working Group Terms of Reference (ToR)
RESOLVED: Cllr J Willox proposed the draft ToR, Cllr Crump seconded the proposal. Cllr Waller made a counter proposal to review the ToR further with an open invitation to planning committee and NDP members. This seconded by Cllr Meanwell. The counterproposal was resolved.

P23/157 Approve notes of the planning committee meeting held on 19 July 2023 as minutes
Cllr Hillman proposed, Cllr Waller seconded, and it was resolved to approve the 19 July 2023 minutes.
